Job Purpose
The post holder is responsible for supporting delivery of all aspects of the Strategic Planning agenda within finance and the wider Barts Health Group, and will provide management and day to day support in all aspects of the Strategic Planning team’s performance, whilst maintaining a team ethic within the wider Finance and Procurement division.
They will provide support to the Deputy Chief Finance Officer (Strategic Planning), deputising for them when the need arrives, whilst providing leadership and demonstrating expert accounting and business knowledge, analytical support and clear presentation of complex financial and other information to clinical and non-clinical colleagues. They will constructively and positively challenge all aspects of the teams financial and business performance.
Knowledge of capital accounting, reference costing, SLR/PLICs, investment appraisal, cost improvement, financial modelling, and business case development will be required to assist in the delivery of high quality strategic planning advice to the Trust executive and non-executive teams.
Additionally, the post holder will also ensure efficiency and effectiveness of the strategic planning team within the finance function, and will be responsible for the integrity of processes and systems within it.
The post holder must have a recognised CCAB or equivalent qualification, and have significant experience in senior roles within finance and be fully committed to continuous professional development.

Main duties, responsibilities and results areas
-
To provide high quality leadership for the Strategic Planning operations within the finance function including the Costing & Information, Capital & Investment, and Financial Planning teams.

To liaise with other finance teams, including operational finance and financial services to ensure the reported financial position is accurate.

Support the development of the organisation’s long and medium term financial plan reflecting the triangulation of activity, workforce and finance information.

Support the design, implementation and monitoring of a 3 year rolling cost improvement plan and the routine reporting of financial delivery against agreed plans.

Provide support to change management, business development, and commercial opportunities including financial planning and strategy advice, performance and investment appraisal techniques, taking responsibility for reviewing and maintaining a robust, evidence based investment decision making process for the Trust.

Responsible for coordinating and validating monthly Capital and SLR/PLICs reporting including forecasts to year-end, analysis and interpretation of significant variances and, where appropriate, to influence operational managers/clinicians into taking corrective action.

To provide professional advice to Associate Directors and Directors with regard to budgetary and financial control, particularly in relation to capital spend, productivity improvements, and significant business cases.

To liaise and maintain good working relationships with all departments and appropriate external agencies.

To support the ongoing development of the SLR/PLICs reporting for the Trust, including bringing in other information sources to support effective decision making, and rolling out reporting across the group.

Promote a modern and collaborative approach to engaging clinicians in financial management, including the promotion of a culture of innovation and productivity.

Provide support and advice to the Commercial, Education & Training, Research & Development Life Sciences, Procurement, Estates & Facilities Management, and other teams in the Trust in the development of financial plans and plans to expand the income of the Trust – ensuring to deliver the objectives of the Trust whilst considering margins and sustainable revenue support.

Liaise with projects teams (including Commercial, Procurement, Capital, ICT etc) on production of significant business cases and support the development of relevant (finance) business cases.

Responsible for formulating and tracking long term / strategic plans such as long term financial planning, which will impact across the organisation.

Contributing to the development and maintenance of the overall governance framework of the organisation, whilst ensuring high professional standards within the finance function.
Costing and information
-
The post holder will help ensure delivery of regular SLR/PLICs reporting and the roll out and uptake of the reports across the Trust.

Provide advice on the formulation and development of SLR/PLICs reporting and consider how to report the impact of the results to key senior staff and the Board of the Trust.

Ensure timely submission of the national cost collection submission (to NHSE/I), including oversight of the relationship with the Trust’s costing system provider.

Oversee the incorporation of other costing and relevant information sources to help corroborate and support the SLR/PLICs reporting, helping to ensure that this is a clinically led and informed service embedded within the operational decision making of the Trust.

Assist in the development and annual review of the Costing and Information team vision and strategy, ensuring that this has the support of clinical and operational staff throughout the Trust.
Capital and Investment reporting, planning and budgeting

Ensure that all reporting, internally and externally, is produced in a timely and professional manner, including support for completion of monthly and annual NHSE/I returns.

Responsible for coordinating and ensuring timely completion of the annual budget setting process in accordance with NHSE/I and internal timetables. To oversee preparation of capital budgets for sign off at the Investment Steering Committee.

Oversee the preparation and submission of requests for funding to NHSE/I and DHSC, e.g. Emergency Funding Application and requests for PDC.

To take a strategic view on investment and capital bids, advising on the validity/affordability of plans, ensuring the organisation spends within agreed budget limits and that value for money is secured in the long term.

To help in the administration of the monthly Investment Steering Committee, including preparation of monthly performance reports, updates on funding, and the profile and forecast outturn of the Trust capital programme.

Support the team to reviewing the performance/processes involved in the consideration and authorisation of spend against both capital and revenue business cases.

Responsible for formulating and prioritising the Trust 2-3 year strategic capital investment plans, including coordinating with colleagues within North East London to ensure alignment of plans and priorities at a system level.
Financial planning

Support in the development of annual financial and operational business plans, including oversight of long term cost improvement plans and reporting of financial delivery of these plans.

Oversee the construction and regular updates to a long term financial plan. The plan should reflect the triangulation of activity, workforce and finance principles, be aligned to the strategy and vision of the Trust, be accepted by the Hospitals and Services within the Group, and set the annual parameters of planning and budget production.

Develop internal capacity and capabilities related to business case development, financial modelling, detailed financial analysis (including demand & capacity modelling), and investment appraisal in support of reducing reliance on external support/advisors.

When required, support in the development and advancement of key strategic programmes of work/projects linked to delivery of the vision and values of the Trust, including (but not limited to) joint ventures, ICS and acute alliance collaborations, commercial/income generative schemes, productivity improvements, transformation schemes, targeted financial interventions, and service improvements.

The post holder might be required to work across the Trust at any time throughout the duration of their contract, which may entail travel and working at different hospital.
Working conditions
Physical: Standard keyboard skills required. The role does not require a high level of physical effort; however he/she may be stationed at a computer for prolonged lengths of time.
Emotional: The post holder has to be able to work successfully under pressure of time and resources.
Working Conditions: The post holder is unlikely to work in adverse conditions.
Mental: Concentration required for effectively multi-tasking, analysing data, writing reports etc.
