Job Purpose
The main responsibility of the role is to support the development and maintenance of the long-term financial strategy, financial model and supporting plans of the Trust, ensuring alignment with the organisational priorities and plans, the business planning cycle, efficiency programmes, transformation programmes and strategic developments.
The post holder will support this agenda through benchmarking, developing business cases, conducting financial analysis, and developing and monitoring delivery plans.
The post holder will provide support to the Head of Finance – Strategic Planning to deliver all aspects of the financial planning agenda for the Group (hospital sites, clinical support services or corporate areas) including but not limited to: activity, workforce, financial, and demand & capacity modelling.
The role will often require the post holder to work to, and for, other managers/Directors within the Barts Health Group in support of the development of robust financial plans and business cases.

Main duties, responsibilities and results areas
Strategy & Planning
-
Support the Deputy CFO and HoF in the development and delivery of a coherent and credible financial strategy and Long-Term Financial Plan for the Trust.

Provide advice and financial plans for key strategic projects and assess the long-term financial consequences on the Trust of national, regional and local policies / initiatives.

Liaising with other teams, sites, corporate functions, and across Finance, to support development of key strategies and ensure the financial implications of delivering these are fully understood and built into financial plans.

Support the production of business cases, including leading on and taking responsibility for the accuracy of the financial analysis. This includes the application of recognised investment appraisal techniques to proposals to improve decision making and ensure that developments can withstand robust financial scrutiny.

Ensure appropriate systems and processes are in place to provide timely reporting and briefings where required.

Develop positive relationships with partners across the local system in order to facilitate development and delivery.
Transformation
-
Co-ordination of financial modelling and scenario planning for new services, strategic developments and transformation programmes.

Support the identification of opportunities to transform services and deliver improvements through the use of benchmarking information and analytical tools, such as RightCare, GIRFT, Model Hospital and Demand and Capacity modelling etc.

Financial Planning, including the evaluation of alternative models of service delivery to ensure the achievement of performance targets and long-term financial stability.

Support the compilation and delivery of transformation, sustainability, recovery and efficiency plans to maximise the use of resources within the Trust.

Support the financial monitoring and reporting of transformation plans

Provide financial and non-financial data and progress reports for the various meetings, groups and boards.
Other responsibilities
-
Continuously look for ways to improve and develop the Financial Planning function, ensuring that the team is striving to achieve the highest levels of customer service.

Support the key elements of the Trust’s financial planning process, which in turn supports delivery of the Barts Health Vision.

Consider the role of the financial planning function and how this aligns to the development of the North East London ICS and its key strategic programmes.

Provide support to Trust benchmarking and Use of Resources audits to ensure best practice and optimal utilisation of resources.

Support the wider finance and strategic planning team(s) as required.

Comply with the requirements of the Data Protection Act with regard to the confidentiality of personal information and patient confidentiality.

Undertake any other duties as required which are consistent with the grade and nature of the post with minimal supervision.

The job description is not intended to be exhaustive and it is likely that duties may be altered from time to time in the light of changing circumstances and after consultation with the post holder.
The post holder might be required to work across the Trust at any time throughout the duration of his/her contract, which may entail travel and working at different hospital.
Working conditions
Physical: Standard keyboard skills required. The role does not involve the post holder in a high level of physical effort, however he/she may be stationed at a computer for prolonged lengths of time
Emotional: The post holder must manage successfully under resource and time pressure. He/she would be subject to emotional situations when giving bad news on the financial aspects of proposed business cases.
Working Conditions: The post holder will be based in an office environment
Mental: Significant and intense concentration required for effectively multi-tasking, analysing data, writing reports and working in a team based environment. Will be frequently interrupted due to the operational nature of the role

Three years relevant finance experience, including continuous experience in one organisation

Experience of financial planning and modelling.

Use of computerised financial systems and data sources as well as PC based facilities such as spreadsheets, databases etc.
