Job Purpose
The purpose of this role is to drive the development of the service line reporting framework to facilitate performance management and improvements in productivity and efficiency.
Working to the Assistant Director of Costing, the Finance Manager – PLICS and SLR will drive the development of the service line reporting framework to facilitate performance management and improvements in productivity and efficiency.
The post holder will support the production of all national costing returns, including the Reference Cost, Education and Training, PLICS and other ad hoc costing submissions.
Development of a costing and pricing framework and clear and consistent costing and pricing guidance for contracting and commissioning, incorporating both the local and national benchmarking results.
The post holder will work to ensure that the Trust implements, understands and identifies conclusions from an accurate and transparent Service Line Reporting framework.
This is a newly created role and it is expected that as the organisation develops and changes, it may be necessary to vary the tasks and/or the responsibilities of the postholder. This will be done in consultation with the postholder and it is hoped that agreement can be reached to any reasonable changes.

Main duties, responsibilities and results areas
Clinical / Operational responsibilities
-
Provide the necessary financial and statistical analysis and expertise, to support the full understanding of cost, activity & income and their interdependencies

Advise on the effective use of resources/modernising practices to drive efficiencies and business focus, in order to meet the needs of the organisation into the future. This will also involve calculations for Tender bids and marginal costs associated with service developments

The post holder will lead the development of the Trust’s costing and profitability analysis through Service Line Reporting and patient level costing

Identify opportunities to improve the accuracy of its activity capture and coding and Data quality to ensure accuracy and meaningful PLICS and SLR results

To continuously strive for improvements in data quality associated with clinical activity, this will involve the attendance and management of data quality forums, assistance in development of data workaround processes and management and review of data recording and capturing processes with representatives from clinical directorates

To work with the Assistant Director of Costing to ensure that an accurate, transparent and understood system of Service Level Reporting is developed and implemented across the Trust. Provide advice and support to the Trust in interpreting and acting upon SLR outputs.

To support the development of Service Level Agreement proposals and assist in negotiations in line with national requirements, providing financial and strategic advice on any potential risks

To assist with ad-hoc statutory exercises and submissions (e.g. NHSE/I) and investigations as required

The post holder will be involved in analysing and presenting information requiring good database, in particular Excel skills.

The post holder will have a sound analytical and judgement skills to enable them to analyse, investigate and resolve queries and discrepancies related to the activity data uploaded on the SLAM system

Focus on the following year’s departmental and personal objectives will be identified, discussed and agreed. Working conditions
Physical: Standard keyboard skills required. The role does not require a high level of physical effort; however he/she may be stationed at a computer for prolonged lengths of time.
Emotional: The post holder has to be able to work successfully under pressure of time and resources

Mental: Concentration required for effectively multi-tasking, analysing data, writing reports etc.

Safeguarding adults and children

Confidentiality
The post holder must at all times maintain a complete confidentiality of the material and information that they handle. Any matters of a confidential nature, or in particular, information relating to diagnoses and treatment of patients and individual staff records must not, under any circumstances, be divulged or passed on to any unauthorised person or persons. The postholder must respect patient named confidentiality in keeping with “Caldicott principles”.
Data protection
The post holder must at all times respect the confidentiality of information in line with the requirements of the Data Protection Act. This includes, if required to do so, obtain, process and/or use information held on a computer in a fair and lawful way, to hold data only for the specified registered purposes and to use or disclose data only to authorised persons or organisations as instructed.
