General Duties

To support the Chief Accountant to provide a range of technical accountancy and financial management services to the Council’s corporate management focused around producing the final accounts and maintaining accurate collection fund and fixed asset information. Deputise for the Chief Accountant and Deputy Chief Accountant as and when required.

Essential Requirements

A qualified CCAB accountant with a minimum of 5 years local government experience.

Particular Duties

  • Deputise for the Chief Accountant and Deputy Chief Accountant in their absence

​​

  • To lead on the final accounts process, including coordination of Group Accouns production, and produce the statement of accounts

​

  • To produce the closedown timetable and lead on the external audits records required documentation

​

  • To be the main point of contact with external audit with regards the final accounts audit

​

  • Completion of relevant statutory financial returns to the agreed deadlines, including Whole of Government Accounts and liaising with business rates team on NNDR returns.

​

  • Attend Audit Committee meetings in conjunction with the Chief Accountant with respect to Final Accounts

​

  • Attend other workings parties and Committees etc as required during working hours , or with a minimum of 24 hours notice for out of hours meetings

​

  • Maintain a robust and complete Fixed Asset register, including working with internal and external sources and utilising the Asset register system

​

  • Monthly/Quarterly monitoring of Collection Fund, and support Chief Accountant and S151 Officer, and working with Customer Services colleagues, to manage most effective accounting treatment of business rates retention.

​

  • Assist in the continuous development and adaptation of the team to fulfil the changing requirements of corporate policy, government agencies, accounting codes of practice and changes in legislation

​

  • Provision of any other specific financial support such as appraisals and reviews, development work, grant claims and returns, specific revenue or capital projects, etc, as required and agreed with clients.

​

  • Maintenance and security of clear, understandable and accurate financial and other accounting records.

​

  • Carry out such other duties as may be required by your Chief Accountant/Management Team appropriate to your skills and to a level of responsibility not exceeding the grade on which you are appointed.  In accordance with the Disability Discrimination Act any reasonable adjustments will be made to overcome any factor which puts a disabled employee or applicant at a disadvantage.
