General Duties

To provide a range of technical accountancy and financial management services to the Council’s corporate management focused around maximising returns and supporting the Council to undertake commercial activities.

​

Essential Requirements

A qualified CCAB accountant with a minimum of 2 years local, government experience.

Particular Duties

  • As team manager, recruit, develop and manage the Accountancy team to ensure the provision of a high quality, effective professional accountancy service, keeping yourself and the section abreast of developments affecting local government generally and professional accounting developments in particular

​

  • Line management of Deputy Chief Accountant, 1 Technical Accountant, 1 Accountant, 1 senior Accountant and three Assistant Accountant posts posts and the Clerical Assistant posts 

​

  • Manage the Council’s Revenue Programme for verifying revenue spend, producing monthly monitoring statements and projected outturns analysis, highlighting the major variances 

​

  • In conjunction with the s151 Officer produce the Council’s 5 year Revenue Outline Budget projections in accordance with the agreed deadlines

​

  • Assist the s151 Officer with the production and co-ordination of the revenue and capital budgets.

​

  • Monitor the overall system of recharges of central support costs and ensure regular updates, including recharges to Council companies

​

  • Manage the closure of accounts, preparation of all supporting statements and working papers and associated liaison with the Council’s auditors and other related parties.

​

  • Overall responsibility for compilation and verification of the monthly monitoring of revenue, salary and capital budgets reports by the Accountancy Team.

​

  • Facilitate the provision of monthly projected outturns, in conjunction with the S151 Officer, for submission to Management Team, Cabinet and Overview and Scrutiny Committee

​

  • Assist the s151 Officer in the overall production of the Final Accounts

​

  • Provision of financial advice and information to Group Heads and cost centre managers.

​

  • Completion of relevant statutory financial returns to the agreed deadlines

​

  • Attend Overview and Scrutiny Committee meetings in conjunction with the s1151 officer with respect to Revenue and Capital Monitoring.

​

  • Provide budget monitoring, closure of accounts support to Knowle Green Estates, and other Council companies

​

  • Attend other workings parties and Committees etc as required during working hours , or with a minimum of 24 hours notice for out of hours meetings

​

  • Provision of financial advice, information and support to services in formulating their business plans, performance measures, and revenue and capital spending plans.

​

  • Maintenance and security of clear, understandable and accurate financial and other accounting records.

​

  • To act as a council director on the Council’s Spelthorne Environmental Services company.

​

  • Carry out such other duties as may be required by your s151 Officer/Management Team appropriate to your skills and to a level of responsibility not exceeding the grade on which you are appointed.  In accordance with the Disability Discrimination Act any reasonable adjustments will be made to overcome any factor which puts a disabled employee or applicant at a disadvantage.

  • Experience in the preparation and monitoring of service budgets. [E], [AF, I]

​

  • Experience of working effectively with councillors and senior managers. [E], [AF, I]

  • Experience in the preparation of Local Authority statutory financial statements, including collection fund accounting and business rates retention and liaising with external auditors. [E], [AF, I]

  • Experience in supporting and developing service managers financial awareness and accountability. [D], [AF, I]

  • Experience of supporting commercial property acquisitions, supporting local authority companies, supporting alternative delivery vehicles. [D], [AF, I]

Qualifications
