Director of Finance Capability

External Candidate:

The role(s) will attract a basic salary in the range of £100,000 - £110,000; a non-pensionable allowance might be payable in addition to basic salary, for a candidate with exceptional and relevant, knowledge, skills and experience.

 

Please be aware that location allowance and service related payments do not operate at the BB levels and would therefore be consolidated into starting salary and that all salaries are subject to Remuneration Committee approval.

 

Internal Candidate:

Starting salary for the role would be set at either:

• If you are in a pay band below BB3a: 2.5% - 10% higher than the value of current substantive total package (i.e. including any service related pay and location allowance), as long as this did not take it above the BB3a target rate.

or

• The value of current substantive total package (subject to Remuneration Committee approval), if it is already above the BB3a target rate.

Organisational Chart

This strategic leadership role sits at the heart of the Finance function and is responsible for aligning financial capability and transformation efforts with broader MPS priorities. The role works in collaboration with Met Business Services to ensure high-quality, customer-focused finance delivery.

Job purpose

  • Lead the strategic direction for Finance Services as part of the Finance SMT and the 'Looking to the Future' cluster, ensuring delivery of aligned and high-quality services across the function. Ensure the workforce of 115 FTEs is engaged and aligned with Met priorities.

  • Own and continuously improve the Finance Services operating model by engaging senior stakeholders, assessing organisational needs, and ensuring that services adapt to changing corporate direction. Support integration with other enabling functions to deliver a seamless service.

  • Champion cultural development within the function by embedding the Met’s Culture Plan and London Race Action Plan, acting as the SMT lead for the Finance Services Local Culture, Diversity and Inclusion Board. Improve inclusion, engagement, and staff experience.

  • Strengthen financial capability across the MPS by identifying workforce development needs and delivering targeted training, in partnership with Learning & Development and Finance Business Partners. Ensure budget holders are equipped to meet their responsibilities.

  • Design and implement innovation in finance tools, systems, and processes. Lead continuous improvement initiatives that support transformation and reflect public sector best practice.

  • Represent the MPS in national finance forums and sector-led capability programmes to shape and share best practice, ensuring MPS priorities are reflected in wider sector developments.

  • Lead on behalf of the CFO to resolve complex, cross-cutting issues through task-and-finish projects. Coordinate multi-disciplinary teams to deliver timely, sustainable solutions that support strategic outcomes.

  • Develop strategic reports, business cases, and formal governance submissions for senior audiences including Management Board, MOPAC and the Home Office.

Knowledge

  • Full CCAB, CIMA or equivalent qualification

  • Comprehensive understanding of the 'New Met for London' strategy and its finance implications

  • Strong knowledge of financial governance, compliance frameworks, and organisational change

  • Awareness of operational policing and the role of finance in enabling frontline delivery

  • Regularly liaises with CFO, Deputy CFO and Directors to align functional goals and lead strategic initiatives

  • Collaborates across enabling functions and business groups to ensure consistent, joined-up service delivery

  • Interfaces with MOPAC, Management Board and external partners to share progress, influence decisions, and represent the MPS

  • Maintains relationships with national finance forums and regulatory bodies to inform and influence practice
