Location

This is a London based role but please note the requirements for travel and level of flexibility we are able to offer prospective candidates, 
 

Grade and Salary

  • This is a Senior Civil Service Pay Band 2 role.

  • External applicants can expect to achieve £100,000 - £115,000 per annum plus excellent benefits.

  • Standard pay rules apply for existing civil servants. 

 

Contract Type

This role is being offered on a permanent basis.
 

The Role

This high-profile role offers the opportunity to lead the Finance Function in a dynamic international economic department and deliver critical Business Services that underpin the department’s ways of working. 

As Head of Profession for the Finance Function you will drive a step change in the capability of the function at DIT and in the wider financial management skills across the organisation. The Finance and Business Services Director also holds responsibility for a wider portfolio of work for Business Services including, Estates, Knowledge and Information Management, Health & Safety and Security. 

Key Responsibilities

  • Provide leadership to the Finance and Business Services Directorate, building high performing, expert, engaged and inclusive teams;

  • Be the Head of Profession for the Finance Function within DIT, building strong finance capability within the function and solid foundation of knowledge across the department;

  • Provide strategic and expert financial advice to the Executive Committee and its sub-committees and Departmental Board to support the development and implementation of DIT’s strategies and plans, working with HM Treasury to ensure DIT has a sustainable funding position;

  • Lead DIT’s annual business planning process to ensure resources are appropriately prioritised and allocated to deliver agreed outcomes; 

  • Lead DIT’s Shared Services programme delivering short, medium and long-term improvements to our core systems and processes, collaborating with key partners in particular the Department for Business, Energy and Industrial Strategy and the Foreign and Commonwealth Office; 

  • Ensure the Department has appropriate governance and assurance frameworks in place and support the Accounting Officer and Audit, Risk & Assurance Committee to discharge their responsibilities effectively;

  • Ensure the Department complies with relevant statutory and Civil Service duties including Managing Public Money and Cabinet Office Controls; Freedom of Information and General Data Protection Act legislation; Health & Safety duties and Transparency obligations;

  • Be the Senior Information Risk Owner (SIRO) for DIT.  

  • Lead the development and implementation of DIT’s future Estates Strategy to meet the changing needs of the Department.

You will be an experienced financial leader with a breadth of experience gained whilst working in large, complex and changing organisations.

It is important that, through your CV and supporting statement, you give evidence and examples of proven experience of each of the selection criteria detailed.

Whilst we have no preconceptions as to what sectors or industries you will have worked in; the successful candidate will be able to demonstrate:

  • Accountancy qualifications with ICAEW, ACCA, CIPFA, CIMA or equivalent experience;

  • A strong track record as a senior finance leader of strategic planning, influencing major business decisions and ensuring good governance;

  • The ability to lead change and develop capability in a complex organisation, successfully navigating a political environment;

  • Excellent personal impact and communication skills, with a successful record of building sustainable and productive relationships with a range of stakeholders both within the organisation and externally;

  • The ability to provide inspiring, strong and visible leadership to develop a talented, diverse and engaged workforce.

Desirable criteria

  • Experience of holding responsibility for information governance

  • Experience of managing estates and/or other business services

  • Understanding of public sector budgeting and accounting processes
