Director of Finance & Operations

£61,372 per annum

Job purpose

Strategic leadership and management of the finance, human resource and compliance functions of Concern Worldwide UK, an NGO with a income of approximately £24m in 2018. to ensure compliance with statutory requirements and appropriate management of risks

Main duties & responsibilities

Finance

  • Statutory Accounts – to prepare the statutory accounts, notes and audit working papers for the charity in line with all relevant accounting guidelines including the charity SORP. Take part in the Group audit planning meeting, liaise closely with the Group finance department in HQ in Dublin, and co-ordinate and oversee the audit process for the UK organisation, ensuring that it runs efficiently and effectively in line with the agreed Concern Worldwide Group reporting timetable, and dealing with any issues arising. Present the final Statutory Accounts to the Audit and Finance Committee for approval in the April committee meeting

  • Financial control - ensuring that control systems are adequate to safeguard assets of the organisation and to ensure that resources are utilised efficiently and effectively and in line with then overall policies of the Group.

  • Budgeting – to review and approve the budget revisions produced by the Management Accountant, recommend them to SMT for approval and submit to Concern Worldwide Finance Manager in Dublin for review and approval at Group level.

  • Management Accounts – to review management accounts and to ensure that these are distributed to budget holders on a timely basis.  To approve budget variance reports prepared by the Management Accountant and recommend these to SMT for approval. Ensure management accounts are submitted to Concern Worldwide Finance Manager in line with monthly timetable for inclusion in the consolidated accounts of Concern Worldwide and providing all of the explanations required.

  • Audit and Finance Committee – liaise with the Chair of the Audit and Finance Committee (AFC) to ensure that the Management Accounts and Budget Revisions are included in the agenda ahead of relevant committee meetings. Review and finalise these papers for the AFC and attend committee meetings to support the Chair to present them to the Trustees and answer queries where they arise

  • Induction, support and training – ensure that all UK staff understand and comply with financial procedures

  • Tax - ensuring that the UK organisation plans its tax affairs prudently and meets all of its tax obligations

  • Group Finance – work closely with the finance team at Concern Worldwide HQ to ensure that all reporting deadlines are met, core policies and procedures are implemented across Concern UK and Concern NI and keep the Finance Director in HQ informed of any issues or changes relating to UK finances.

Management 

  • Senior Management Team (SMT) – to represent Finance & Operations department at senior management team and contribute to overall strategy, operational planning and risk management processes for the organisation

  • Reporting to the AFC and Board of Trustees (Board) – attend AFC and Board meetings and ensure that the agenda for each incorporates the relevant items from the annual planning schedule, financial reporting timetable and risk management process

  • Operational and Strategic Planning – to coordinate the annual operational planning cycle for the UK organisation for approval by the SMT and Board.  To ensure that progress against both the UK organisation’s operational and strategic plan are appropriately monitored and evaluated.

  • Staff management – to lead the Finance & Operations team with appropriate management practices including regular 121s, weekly team meetings and staff appraisals.

Human resources

  • Employment practices - to work with the HR Officer to ensure that the organization meets it’s legal obligations as an employer

 

  • Making Concern UK a great place to work – work with the HR Officer and wider staff team to ensure that Concern UK continues to be a great place to work, meeting and exceeding the expectations of staff and candidates to ensure that we are able to recruit and retain high quality people to deliver Concern UK’s strategy

Operations

  • IT – to liaise with Concern Worldwide’s IT Department to ensure that the ICT needs of the UK organisation are met and with the Systems Accountnat in Dublin for any finance system needs.

  • Risk Management – to coordinate the risk management process for Concern UK including liaising with the Head of Internal audit of Concern Worldwide and reporting to the Board.  Ensure risk management is embedded across the UK organisation.

  • Governance – to work with the Executive Director to ensure that the UK organisation complies with legal obligations and follows best practice in relation to governance

  • Regulation and Compliance – to ensure Concern Worldwide UK keeps abreast of all current regulations and follows best practice in terms of compliance  both with internal policies as well as external regulations.

  • Any other corporate projects which from time to time may be assigned to the position by the Executive Director

Person specification

Essential

  • A recognized professional qualification (e.g. CIMA, ACA, ACCA or CIPFA) with demonstrable post qualification experience and a thorough practical understanding of management accounting principles and techniques

  • 5 years experience working within a charity Finance function

  • 3 years experience managing a Finance team

  • Experience of business support role

  • First hand experience of business planning, budgeting, forecasting and reporting

  • Experience of producing SORP 2015 compliant statutory accounts and co-ordinating audit processes and liaising with auditors

  • Experience of project / change management

  • Sound understanding of operational planning and risk management processes

  • Sound understanding of the workings of HR functions

  • Proven ability to work effectively in a team

  • Excellent communication skills, particularly attuned to working well with non-financial staff

  • An understanding of and empathy with the charitable sector is essential

Desirable 

  • Have worked as part of a senior management team

  • Experience of managing IT requirements

  • Experience working for an INGO
