CHIEF OPERATING OFFICER

OVERALL RESPONSIBILITIES

The Chief Operating Officer provides leadership and management both as a member of the SMT and to TI-UK’s financial activities and key operational areas. Financial responsibilities include all statutory reporting, management accounting, and implementing systems for the financial aspects of donor reporting and grant management. This area occupies around 50% of the role.

Operational areas include operational risk and mitigation measures, travel and overseas deployments, grants and contractual relationships including those overseas, grant management systems, information technology strategy and systems, facilities, health & safety, human resources, data protection.  The COO is responsible for ensuring there is consistency of procedural and operational approach across the charity’s programmes and that the organisational culture reflects our values

DUTIES

  • Leadership & management: providing overall operational leadership for the organisation, including financial strategy, planning and budgeting; and managing the Finance & Operations team to ensure timely, accurate and informative delivery. Leading the development and implementation of operational strategy and systems to meet legal and donor obligations and to manage risk. Take a proactive approach and coordinating role in TI-UK’s organisational preparedness and response to donor due diligence requirements (this may involve synergies with TIS). Effectively managing and supervising the Finance & Operations team, ensuring the team develops and implements a team plan in line with the overall TI-UK strategy. Oversee and manage business planning processes, Board reporting, Monitoring, Evaluation & Learning (MEL) procedures and SMT processes. Act as the main point of contact for the Finance and Audit Committee.

  • Management Information, MEL & Internal Procedures: providing meaningful information (financial and non-financial) that drives improved performance and ensures financial probity and operational oversight and accountability. Delivering accessible management information to the Senior Management Team, programme teams and Trustees. Working with programme teams to implement and maintain grant management financial and MEL procedures. Developing and rolling out internal systems and procedures to ensure high quality, consistent and efficient working practices.

  • Record keeping and statutory duties: responsibility for overseeing all accounting records and processes and other statutory requirements, ensuring they are effective and in good order. Leading the annual statutory reporting and audit process. Maintaining registers and logs for security, safeguarding, other confidential issues and other areas as required.

  • Human Resources: responsibility for the HR strategy and development and implementation of HR systems, policies and procedures. Ensuring managers and staff at all levels are properly trained to deliver their responsibilities.  Put in place and maintain mechanisms for levels of staff retention in line with sector norms, including oversight of all-staff activities.  Oversight of health and safety issues. Promote and drive the organisation’s culture, ensuring all policies and programmes are aligned.

  • Risk Management: responsibility for risk management across TI-UK and oversight of all mitigations and of all procedures that relate to the charity’s key operational risks.

  • Resources: development of the IT strategy and its implementation, including information security systems and data protection; management of the charity’s office and facilities.

  • Operations: oversight of all policies and procedures that relate to staff welfare and security, safeguarding travel, grants management, overseas operations such as grant-giving and contractual relationships; specific responsibility for ensuring all programmes follow consistent policies and procedures.

  • Other: fulfils other responsibilities as required by the Executive Director.


REQUIREMENTS

1. Education  

Fully qualified accountant (eg ICAEW, CIMA, ACA, ACCA)


2. Professional Experience

  • Significant relevant professional experience with solid experience of operating at senior level, preferably within the environment of a charity that has significant restricted funds, and with knowledge of Charity SORP. 

  • Broad experience of operational risk and management issues, including HR, grants management, development of operational systems and procedures; capability to formulate and implement IT strategy.

  • International NGO experience an advantage.

  • Strong leadership skills, take ownership and responsibility for the delivery of goals and manage operations effectively and efficiently.

  • Strong people and communication skills, both to objectives and to manage and motivate/inspire the team and other stakeholders.
