TRANSPARENCY INTERNATIONAL UK

From villages in rural India to the corridors of power in Brussels, Transparency International (TI) gives voice to the victims and witnesses of corruption. We work together with governments, businesses and citizens to stop the abuse of power, bribery and secret deals.

As a global movement with one vision, we want a world free of corruption. Through chapters in more than 100 countries and an international secretariat in Berlin, we are leading the fight against corruption to turn this vision into reality.

​

Transparency International UK (TI-UK) is the UK chapter of TI. We fight corruption by promoting changes in values, attitudes and behaviour at home and abroad, through programmes that draw on the UK’s unique position as a global political and business centre.

​

Our UK Anti-Corruption Programme targets both corruption in the UK and how the UK facilitates global corruption. In an age of growing mistrust in politics we campaign for high standards of integrity in our political system including transparency over lobbying and donations. With global concerns over a secretive financial system being exploited by corrupt individuals, TI-UK has been leading efforts to end the UK as a safe haven for dirty money. Most recently this led to the introduction of Unexplained Wealth Orders – an important new tool for law enforcement to target suspicious assets in the UK.

Through our Business Integrity Programme we promote anti-corruption awareness and practical support to the private sector in both understanding and combatting corruption risk in business. This programme includes our Business Integrity Forum where we work with many of the country’s top companies in helping to improve their standards of integrity.

TI-UK also hosts two global programmes of the TI movement. Our Defence and Security Programme fights corruption in the global defence and security sector through working with governments, defence companies and civil society to conduct research, support reforms, influence policy and raise standards. Our two flagship indices – the Government Defence Index and Defence Companies Index are respected around the world as key indicators for corruption in both military institutions as well as industry.

Our newly established Health Initiative targets corruption across all aspects of the health chain from research and development all the way to service delivery. In the health sector corruption can very often mean the difference between life and death and we aim to have a real positive impact on health outcomes around the world, including some of the very poorest parts.

Our organisation is led by a Senior Management Team with a wealth of experience from the private sector, politics and civil society:

Robert Barrington, Executive Director

​

As Executive Director Robert is responsible for all areas of TI-UK’s work. He joined Transparency International in 2008, leading the campaigns to secure a new Bribery Act in the UK, a national Anti-Corruption Strategy for the UK and the introduction of Unexplained Wealth Orders. In 2017 he was elected to the global board of Transparency International.

Duncan Hames, Director of Policy, UK Anti-Corruption Programme

​

Duncan leads our UK focused work building on our efforts to end the UK’s status as a “safe haven” for corrupt money, address corruption in the political sphere, as well as navigate new areas of work. From 2010 to 2015 Duncan was the Member of Parliament for Chippenham and he also serves on the board of the South London and Maudsley NHS Foundation Trust, where he chairs their audit committee.

Kathryn Higgs, Director, Business Integrity Programme

​

Kathryn provides strategic leadership to our work with the private sector overseeing our Business Integrity Forum, the Corporate Anti-Corruption Benchmark, the Corporate Political Engagement Index and other business focused initiatives. Kathryn joined Transparency International UK from the private sector, where she held the post of Head of Ethics & Compliance at Balfour Beatty plc and subsequently at Tesco plc, where she lead the team tasked with the design and implementation of Tesco’s global compliance programme.

Steve Francis, Director, Defence and Security Programme

​

Steve recently joined the organisation to lead our global defence and security work. He joined from the British High Commission in Islamabad where he served as the UK’s Naval and Air Attaché, as part of a distinguished career as a Royal Marine.

Rachel Cooper, Director, Health Initiative

​

Rachel Cooper joined Transparency International in November 2017, to lead the Health Programme’s flagship project on open contracting in the health sector and to drive change in policy and practice across healthcare research and development, manufacturing, marketing and service delivery. She joined TI-UK after a career in the Foreign Office and delivering global health projects with INGOs and medical royal colleges.

Joe Ghandhi, Finance Director (from February 2019)

​

Joe re-joined TI-UK in February 2019, having previously joined the organisation in March 2016. Joe is a qualified chartered accountant with an MBA from London Business School. He previously worked with the humanitarian medical charity Médecins Sans Frontières (MSF) where he managed the finance department in the UK, had a brief spell as interim Chief Executive, and was on the Board of MSF in India. Additional previous roles include that of Finance Director of Somerset House Trust and managing the finances of the water and sanitation NGO, WaterAid.
