Job purpose
-
To provide high level advice and policy guidance to the Executive Director of Resources and the Head of Finance.

To provide policy advice to senior officers and elected members
-
To lead on projects to improve the financial position of the Council, such as improving debt management or increasing income.
Job accountabilities
Service delivery accountabilities
-
Lead on the analysis of and make recommendations regarding, the impacts of national Government changes to the funding arrangements for Local Government, especially RBWM
-
Prepare RBWM responses to consultations on finance in order to ensure that the interests of RBWM are represented to Government
-
Ensure that the Executive Director of Resources and the Head of Finance are kept informed of forthcoming changes to legislation, accounting standards, funding opportunities and guidance. Prepare and plan for any such changes.

Provide advice and guidance to other members of the Finance team and service managers on changes to funding arrangements or legislation.

Lead finance projects in areas such as debt management or generating additional funding.

Prepare financial models, financial management tools, reports to understand the implications of changes to funding arrangements and enable RBWM to lobby effectively to enhance its position. Liaise with external networks, government departments and professional bodies to ensure that advice and support to the team and other services is up to date

Analyse financial and other data to inform reports and support lobbying and other initiatives

Current and in depth knowledge of Local Government Corporate Finance (including Council Tax, Collection Fund and Capital Finance) (E, AP, I)
