Purpose of the Role
Responsible for developing and implementing a contract management strategy which supports commissioning intentions and the delivery of MOPAC priorities. Act as the strategic lead for contract management ensuring services are effective and deliver on time and on budget. Monitor contract compliance and manage risk effectively with a variety of providers. Lead a high performing team and promote quality and continuous improvement ensuring contracts are delivered to a high standard across MOPAC.
Main Duties and Key Accountabilities of the jobholder

Act as strategic lead for Contract Management within MOPAC offering expertise, technical advice and guidance across teams / directorates.

Develop and implement a consistent contract management strategy which robustly delivers against MOPAC priorities and achieves value for money.

Lead on contracting activity focusing on initiation, decision points, contract compliance and managing risk effectively.

Build relationships with providers to help resolve disputes and achieve key performance measures.

Create and lead a high performing contract management team which is skilled and knowledgeable and works closely with other MOPAC teams / directorates.

Work closely with Finance; set up a budgetary review process ensuring contracts are delivered within agreed financial envelopes and governance arrangements are in place.

Ensure providers deliver to agreed quality and performance requirements.

Build a quality assurance process to promote continuous improvement within the team.

Work across teams, particularly the commissioning, partnership and engagement teams to ensure consistency and quality is achieved.

Work across directorates to develop an evidenced based framework which will monitor impact and achieve outcomes.
Working Relationships and Contacts
The post holder will be required to develop and maintain effective working relationships with contractual providers across all sectors. Relationships will also need to be developed across the GLA family, partner agencies and their representative bodies, the Metropolitan Police and statutory and third sector partners.
Role Requirements
A proven track record of delivering successful contracts of varying value across the public sector which are innovative and meet financial and time commitments. Significant senior experience of developing, leading and managing successful contract management teams within the public sector. Possessing a good knowledge of policing and crime reduction strategies. Strong negotiation, influencing, communication, strategic and analytical skills. Demonstrable skill to build constructive relationships with a variety of providers. Experience of leading, motivating and inspiring teams and holding them to account to deliver strategic outcomes. Demonstrable skills to work across organisational boundaries, build rapport and motivate others to succeed.
The post holder will be expected to take on broader corporate responsibilities as may be necessary from time to time. This role will require the need to work outside office hours occasionally.

Extensive experience of managing high value, high performing and cost effective contracts within a public sector setting. Good knowledge of regulatory and governance management issues.

To ensure, with MOPAC’s CEO and, where appropriate, legal advisors, that the Mayor, DMPC and MOPAC fulfil their legal and audit related obligations, are statutorily compliant and respond efficiently and effectively to relevant London Assembly committees and sub-committees
