Chief Finance Officer and Director of Corporate Services

£130,000 per annum

Reports To:  Chief Executive Officer

Purpose of the Role

The Chief Finance Officer (CFO) of the Mayor's Office of Policing and Crime (MOPAC) is the S151 Officer and has statutory responsibilities (which cannot be delegated) including making certain reports to the Police & Crime Commissioner (responsibilities delegated to the Deputy Mayor for Policing and Crime) and the London Assembly Police & Crime Committee where they are legally obliged to do so. They also have a fiduciary duty to the local taxpayer for securing the efficient use of publish funds.

 

The CFO is the DMPC’s professional adviser on all financial matters. The CFO is also a key member of MOPAC’s Leadership Team, and will report to and work closely with the Chief Executive, to develop and deliver the Deputy Mayor’s strategic objectives sustainably and in the public interest.

The PCC CFO has a reciprocal fiduciary duty with the Metropolitan Police Service’s CFO to support each other in the execution of their fiduciary duties but must also exercise an objective oversight function in assuring the PCC on the efficiency and effectiveness of the MPS.

As Director of Corporate Services the postholder is also responsible for the Procurement & Commercial and Estates (including IT) internal corporate functions, supported by small teams and diverse shared service arrangements. The post holder also has matrix oversight of HR activity, working closely with the Head of HR.

As a Director of MOPAC the postholder will also take on corporate leadership responsibilities to help embed a delivery culture which enables MOAPC to continuously improve, collaborate and innovate to deliver the Mayor’s and DMPC’s vision including collaboration with the GLA family.

Main Duties and Key Accountabilities of the jobholder

The statutory primary responsibilities and qualifications of the Chief Finance Officer of the Deputy Mayor for Policing and Crime are set within the Home Office Financial Management Code of Practice for the Police Service of England and Wales.

This code summarises the statutory responsibilities set out in the Police Reform and Social Responsibility Act 2011, Section 151 of the Local Government Act 1972, section 127 of the Greater London Authority Act 1999 (in the case of the Mayor’s Office for Policing and Crime) and section 114 of the Local Government Finance Act 1988):

  • Ensuring that the financial affairs of the Deputy Mayor for Policing and Crime (DMPC) are properly administered and that financial regulations are observed and kept up to date 

  • Ensuring regularity, propriety and Value for Money (VfM) in the use of public funds

  • Ensuring that the funding required to finance agreed programmes is available from Central Government  funding, precept, other contributions and recharges

  • Reporting to the DMPC, the Police and Crime Panel and to the external auditor any unlawful, or potentially unlawful, expenditure by the DMPC or officers of the Deputy Mayor for Policing and Crime and/or when it appears that expenditure is likely to exceed the resources available to meet that expenditure 

  • Advising the DMPC on the robustness and adequacy of financial reserves

  • Production and scrutiny of the statement of accounts

  • Advising on the safeguarding of assets, including risk management and insurance

 

Other specific responsibilities for the role include: 

  • Ensure oversight and scrutiny of all MPS investment and other decisions ensuring that all financial and commercial implications have been appropriately considered

  • Oversight of MOPAC governance frameworks

  • Ensure stewardship and efficiency of MOPAC’s commissioning of services and award of grants is effective in meeting the Mayor's objectives and delivering value-for-money

  • Oversee MOPAC’s procurement and contracts functions using shared service or other arrangements as appropriate to ensure commercial best practices are followed and included in decision making

  • Ensure that MOPAC works effectively with the GLA and other group bodies to promote collaboration across the group and maximise efficiencies in ways of working

  • Responsible for the Estates and IT functions under a shared service arrangement with the GLA ensuring they provide a professional and reliable service to the wider organisation and represent value for money

  • Matrix oversight of HR operational activity in relation to the holistic delivery of corporate services (Head of HR reports direct to the CEO on organisational development and HR strategies)

  • To be responsible for MOPAC’s anti-fraud, bribery and corruption framework and for appropriately dealing with all allegations of, and matters relating to, fraud and corruption 

  • Represent MOPAC on GLA and National Policing Boards and Committees (APCC, PACCTS and Home Office) as appropriate and act as a Syndicate Director for the Group Investment Syndicate responsible for carrying out treasury management functions on behalf of the MPS and MOPAC

  • As a member of the Senior Management Team, support the Chief Executive in the effective leadership of MOPAC and its resources, taking on corporate leadership responsibilities to help embed a delivery culture which enables MOAPC to continuously improve, collaborate and innovate to deliver the Mayor’s and DMPC’s vision.  

  • Represent MOPAC as a member of the Society of London Treasurers (S151 Forum), staying in touch with London-wide developments in the funding of services relevant to MOPAC’s role, and presenting MOPAC’s budget submission to this network. 

  • Lead efforts across MOPAC and in conjunction with MPS, London Councils and other partners, to collate and present the evidence for London’s resource requirements in relation to policing, services for victims of crime, crime reduction, and offender management. 

Working Relationships and Contacts

The Mayors office, MOPAC senior officers, Metropolitan Police Service, Home Office, GLA finance, MOPAC strategic partners. Within MOPAC and the VRU they will have specific close working arrangements to:

Director of Strategy: who leads on the oversight of MPS operations, policy and strategy

 

Director Partnerships and Commissioning: provide procurement and commercial support to Director Commissioning and Partnerships and their directorate on effective commissioning and delivering value-for-money

Head of HR: who reports direct to the CEO on organisational development and HR strategies but works closely with the CFO and Director Corporate Services on holistic and effective delivery of MOPAC corporate functions.

Technical requirements: Skills and experience

  • Applicants must hold a relevant, professional CCAB qualification 

  • Extensive senior financial leadership experience in a complex environment, within the public sector. 

  • An influential leader that can work collaboratively with key stakeholders to translate financial requirements across the organisation. Given the overlap with the role of the MPS Chief Finance Officer, this is particularly important. 

  • Strong analytical skills and significant experience of developing financial strategy to support corporate objectives. 

  • A demonstrable track record of developing financial plans and forecasts to monitor income and expenditure 

  • Demonstrated track record in leading significant investment appraisal and risk management processes.

Defines and reinforces standards, demonstrating these personally and fostering a culture of personal responsibility

  • Leads the directorate: Inspires people to meet challenging organisational goals, creating and maintaining the momentum for change. Gives direction and states expectations clearly. Talks positively about policing and crime reduction, what it can achieve building pride and self-esteem. Actively supports colleagues from all backgrounds to succeed, creating a diverse, high performing, positive culture.

  • Political restrictions: This post is politically restricted, and the post-holder will be required to complete appropriate security clearance


The post holder will be expected to make a full contribution to MOPAC’s SMT and take on such corporate responsibilities as may be necessary from time to time. This role will require the need to work outside office hours.

Security Vetting Clearance

The successful candidates will be expected to undergo the necessary security vetting which may take around 8 weeks to be completed. Applicants will also need to have resided in the UK continuously for at least the last three years.
   
Convictions, cautions and fixed penalty notices (road traffic and recordable offences, such as disorder and alcohol related offences) will not necessarily preclude anyone from appointment with MOPAC. It will depend on the nature and circumstances of the offence. 


Factors that are taken into consideration before a decision is made include: 

  • The age of the applicant at the time of the offence 

  • The number of years that have elapsed since the offence was committed 

  • The nature of the offence.
