Senior Financial Analysis & Warhead Scrutiny
£56,999 per annum
+ £3000 accountancy allowance (CCAB qualified or equivalent qualified)

The Role
Under the Head of Finance, the Defence Nuclear Finance Team is a growing team, spanning three locations, to provide a comprehensive finance enabling service to Director General Nuclear and the Nuclear Enterprise.
Key Responsibilties
As Senior Financial Analysis and Warhead Scrutiny, the successful team will lead a team responsible for:

Managing the Defence Nuclear Investment Approval Board. Ensure all investments are scrutinised and approved appropriately, and manage the forward programme of cases to ensure that Ministers and HM Treasury are consulted in a timely manner.

Reviewing the long term planning of the Warhead Equipment Programme, challenging and analysing Warhead costs to ensure that it accurately reflects the forward programme over the coming decade, while helping to ensure that it represents a realistic and value for money way of delivering an effective nuclear deterrent capability.

Providing quality financial advice, guidance and inputs to support Warhead Investment Appraisals, Business Cases and Review Notes, working alongside Project Teams and Cost Assurance Services to generate and assure the data.

Providing financial outputs for their business areas to support decision making by analysing in year and long term financial forecasts, identification and management of financial risks and reconciling programme demands with wider affordability constraints by providing recommendations to increase/decrease expenditure requirements.

Providing financial advice to colleagues on matters such as risk, efficiency and effective internal controls (consulting experts when needed)
Person Specification
Essential
-
Experience in the provision of financial information to support Investment Appraisals, Business Cases and Review Notes
-
Experience of in year financial management and/or long term financial planning.

Experience in leading and developing teams to deliver outcomes in a high profile and demanding environment.

Experience of developing, drafting and presenting effective and technically complex financial information to both finance and non-finance stakeholders.
Desirable
The following would be advantageous but full training and support will be provided:

Knowledge of central government accounting and budgeting

Knowledge of defence and/or nuclear issues
Technical
The following technical requirements are essential to the post and will be assessed during sift and the interview:

Candidates should hold a CCAB or equivalent professional finance qualification or be working towards a qualification.
