Main purpose of the job

  • Advise the Head of Financial Strategy, Planning and Commercial on the development and management of the Treasury Management Strategy including its borrowing and investment strategies.

  • Oversee the investment and performance of Pension Fund assets.

  • Ensure that the Council’s cash requirements are met on a day to day basis and that longer term investment and borrowing decisions protect the Council’s financial resilience.

  • Maintain oversight of the core government regulations applicable to local government finance and ensure that Members and senior officers are briefed fully on the implications of existing legislation and any proposed changes.

Personal duties & responsibilities

As a Head of Service in Lewisham you will ensure:​

  • Display a corporate and strategic approach through demonstrating commitment to council values and translating the vision into strategic intent

  • Align resources to the Council’s corporate priorities and secure appropriate resources to achieve the Council’s objectives

  • Support services to contribute to the corporate whole through interpreting external needs and trends and creating synergies to achieve corporate goals

 

As the Treasury and Investment Manager​

  • Provide to Members and Senior Officers of the Council, accounting, technical and commercial advice on the Council’s financial responsibilities including the financing of capital projects and programmes, prudential indicators, inward investment, borrowing and financing, treasury and pension fund management, current and evolving legislation and options appraisal.

  • Maintain a cash-flow forecast and manage and maintain appropriate prudential indicators, controls and policies in support of the Council’s and the Lewisham Pension Fund’s management of borrowing and investment decisions.

  • Develop and maintain borrowing and investment strategies including the use of internal borrowing; monitor performance regularly and maintain an on-going review of the Council’s and the Lewisham Pension Fund’s cash and investment needs consistent with the maintenance of security liquidity and yield.

  • Maintain and keep under review appropriate Counterparty lists and approval limits in accordance with Treasury Management strategies.

  • You will be accountable for the preparation of the Pension Fund accounts in accordance with all necessary statutory and other reporting arrangements, including liaison with the External Auditor on all accounting and audit issues.

  • Ensuring that the Pension Fund’s financial systems and accounting structures are maintained to support the production of statutory and other accounting information.

  • Regularly review all control and holding accounts to ensure that complete and accurate accounting information is available to budget holders and decision makers within the Council and the Pension Fund.

  • Ensure regular reconciliations are undertaken for all Council and Pension Fund bank accounts, and associated control and suspense accounts.

  • Review the Council’s Balance Sheet to ensure the continued resilience of the Council and to inform borrowing and investment decisions. Reporting and interpreting regularly alongside other budget management information to ensure that the Council’s financial position is fully understood.

  • Maintain the Council’s Capital Financing Requirement and Prudential Indicators; reporting regularly performance against target.

  • Maintain oversight of the financing components of the Council’s capital programme ensuring that it is affordable, reflects, and is consistent with revenue and capital budget provision including the Minimum Revenue Provision.

  • Act as the lead officer responsible for specific strategies, professional disciplines and projects as appropriate on behalf of the Chief Executive, EMT and DMT.

  • Participate in project teams in response to new time limited or commercial initiatives (such as the Building for Lewisham Programme) in addition to potential regulatory changes to ensure that the Council is well positioned to respond and plan for any proposed changes.

  • Advise Members and EMT on areas within the scope of your division working corporately across the Council and with our partners to help formulate strategies that add value to the people of the borough and delivers efficiencies.

  • Represent the Council within and outside Lewisham, creating opportunities to enhance the Council’s image, partnerships and services.

  • Ensure that policies valuing diversity are actively promoted, implemented and developed throughout the Council.

  • Lead and manage the finance function for the services under your control, developing strategies and service programmes which meet statutory requirements, the council’s policy objectives and local needs.

  • Participate in the Council’s emergency planning arrangements as required.

  • Ensure the Council’s environmental policy is adhered to throughout your service.

  • Contribute to the collective leadership of the Council ensuring the best possible outcomes for our citizens.

 

Internal Contacts: These include members, budget holders at all levels of the Council including Executive Directors, Directors and Service Heads, Business Partners from other parts of the organisation

 

External Contacts: This will include investment advisors, actuaries, Pension Board Members, London CIV.

Person specification

Equality & Diversity

Knowledge

  • Fully-qualified CCAB accountant (Preferably CIPFA) with substantial experience of working in a dynamic environment within a large public or private sector organisation

  • Evidence of a strong intellectual grasp of local government policy and finance                                          

  • Expert knowledge of Local Government Accounting regulations and codes of practice  

  • Expert knowledge of investment vehicles, asset classes cash management techniques, investment and borrowing strategies

  • Demonstrates an understanding of current challenges and opportunities in local  government

  • CCAB Qualified Accountant (or willing to undertake training to achieve qualification within reasonable timeframe) with substantial experience of working in a dynamic environment within a large public or private sector organisation

Experience

  • Significant experience in a range of finance roles including specifically investment roles

  • Experience of managing a team of finance professionals and working alongside external specialist such as investment managers, actuaries etc.

  • Evidence of having developed and delivered effective performance measures including specifically statutory prudential indicators

  • Experience of developing borrowing strategies and advising on financing options for new or development opportunities

  • Experience of investment techniques and approaches

  • Experience of project appraisal techniques and options analysis

  • Understanding of Treasury Management strategies and cash flow management
