Decision Making: Responsible for the management of controls within the finance team.

Job purpose

Responsible for producing IPSA's statutory financial statements, reporting to the Treasury and the associated reconciliations and financial accounts tasks, the Financial Reporting Manager supports the Financial Controller in overseeing the successful completion of period and year end reporting and maintaining strong financial controls.

Job context

The role supports IPSA’s monthly and annual accounting processes and reporting, creating strong financial management, planning and control across the organisation and managing internal and external audits and liason with statutory and regulatory bodies including HMRC, Treasury and the House of Commons.

Key areas of responsibility

  • Managing the production of IPSA's Financial Statements including the timeliness and compliance with International Financial Reporting Standards of all notes to the accounts, aligned to best practice.

  • Supporting the Financial Controller in coordinating Audits, Annual Reporting, Financial Statements and Q1-4 Interim Reports.

  • Timely management review and reporting of issues to the Financial Controller, resolving satisfactorily.

  • Working with the Financial Controller and the National Audit Office to ensure that all IPSA Account matters are addressed.

  • Maintaining current technical knowledge (e.g. Financial Reporting Standards, Financial Reporting Manual, PAYE) to advise and support the Financial Controller to ensure that all MP and IPSA finances are appropriately administered, processed and monitored and are compliant with current financial procedures and internal controls.

  • Controlling delegated month-end activities, financial accounting system data, balance sheet cleansing, variance analysis and accounting procedures to ensure monthly and annual accounts meet audit scrutiny.

  • Reconciling payroll related balance sheet accounts including HRMC and Pensions.

  • Responsible for the Online System for Central Accounting and Reporting with cashflow forecasting to ensure future cash predictions of future cash requirements.

  • Increasing capability throughout the Finance team, providing advice and training on emerging accounting standards and developing relevant training materials for use across the organisation.

  • Play an active role in reviewing and improving core Finance processes and systems to improve the quality of financial reporting.

  • Work collaboratively with the Financial Controller to ensure smooth operation of month-end tasks, including reviewing and authorising transactions (MP and IPSA) for the various purchase and nominal ledgers.

Professional qualifications and experience

  • Qualified CCAB or equivalent Accountant with minimum 2 years or more experience in the public sector

  • Sound financial control, management, planning, monitoring and reporting skills

  • Public sector and regulatory experience

  • Exceptionally strong attention to detail and strong data skills with the ability to interrogate and interpret complex financial data and translate into meaningful insights for others

  • Takes pride in the finance data to ensure it’s right first time every time

Technical Competencies / Job specific competencies

Expert knowledge required in the following:

  • Qualified CCAB or equivalent Accountant with minimum 3 years or more experience in the public sector

  • Significant public sector and regulatory experience including central government finance principles and processes

  • Sound financial and balance sheet control, management, planning, monitoring and reporting skills and extensive knowledge of Statutory Accounts production.

  • Understands IPSA context – knowledge, understanding and able to interpret IPSA policies and how they relate to financial transactions

  • Ability to continuously improve IPSA’s processes and systems, particularly Finance

  • Ability to manipulate and interrogate large quantities of data.

  • Accuracy and attention to detail to all tasks, monitoring accuracy and attention to detail of others work 

  • Excellent communication skills, written and verbal, with the ability to present to others

  • IT literacy (Outlook, Excel, Word, PowerPoint) and ability to work with large, complex and varied data

Knowledge, skills and experience

  • Graduate level and may possess a fully qualified professional qualification

  • Considerable relevant experience within area of responsibility or specialism

  • Possesses an understanding of the public sector and or the regulatory environment

  • Alternatively has deep technical specialist knowledge for a key area within a corporate function

  • May be the subject matter expert for their area

  • Responsible for a specialist area or a broad programme
