JOB TITLE: Treasury and VAT Finance Manager

SALARY: £46,845 - £53,042 per annum

Purpose of the Job

  • Lead a finance team to deliver specialist financial advice on treasury management, banking, and VAT.

  • Plan and organise the work of the treasury and VAT team to provide integrated, customer-focused services that comply with best professional practice and regulatory requirements. Manage the contracts for the delivery of treasury consultancy, VAT consultancy and the Council’s banking services. Develop and implement solutions to meet the Council’s long-term borrowing requirements and VAT compliance.

  • Actively promote, build and maintain strong and effective working relationships with senior management, members and partners.

Main Areas of Responsibility

  • As a member of the finance management team, you will contribute to the overall management of the delivery of quality, cost effective and customer focussed financial services for the Council in a consistent manner across the service. You will deputise for the Head of Finance – Pensions & Treasury in their absence.

  • Ensure the provision of business focussed specialist financial advice to officers and members of the County Council in respect of treasury management, banking, and VAT. You will oversee the co-ordination of the capital financing and treasury monitor and contribute to the Council’s annual budget plan, Treasury Management (TM) Strategy and Capital Strategy. You will write reports and present recommendations to the Director of Resources on solutions to meet the Council’s long-term borrowing requirements.

  • Be responsible for the day to day delivery of a treasury management function for the County Council and Hertfordshire Police, ensuring compliance with the approved strategy and CIPFA code of practice and report on such issues to members and senior officers as required.

  • Be accountable for the coordination and closure of the treasury and VAT aspects of the statement of accounts, all accounting entries, notes to the accounts and supporting working papers are completed on time and to a high standard. Ensure all statutory returns relating to treasury and VAT are submitted accurately and on time Be responsible for the liaison with auditors on treasury management and VAT accounting issues and ensure the prompt resolution of queries.

  • You will support, and lead in the absence of, the Head of Finance – Pensions, Treasury and VAT in the management of the assurance framework for the Council’s treasury management and VAT functions ensuring that the Council complies with its statutory responsibilities. You will continuously review treasury and VAT guidance and regulatory changes ensuring required changes to Fund strategies and policies are identified and implemented

 

  • Lead on the analysis and response in relation to key technical, regulatory or legislative changes in the Treasury and VAT area, including national consultations and/or changes to accounting standards, codes or practice.

  • You will procure and monitor on an operational basis the provision of relevant financial services to the County Council to ensure that effective performance arrangements are in place to secure best value and to identify and implement efficiencies and service quality improvements in the following areas:

    • Treasury Management Services

    • Banking Services

    • VAT consultancy services

  • Manage the team, ensuring that effective processes are in place for recruiting, developing, appraising, rewarding and retaining employees, promoting attendance and performance in line with Council policy.

  • You will be able to represent the Council at local, regional and national level to positively promote Hertfordshire and the development of innovative and efficient financial services.

Knowledge and Experience

  • You will be a CCAB qualified accountant (or equivalent).

  • Able to understand and apply financial regulations and legislation.

  • You will have a technical knowledge of financial markets, treasury and VAT

  • You will have the ability to work autonomously with strategic partners and make effective use of management information to inform strategy and business decisions and develop business solutions.

  • Experience of leading and motivating a team to achieve results.

  • Ability to make effective use of management information to inform strategy and business decisions

  • Experience of effectively implementing change.

 

Experience in:
