c.68K depending upon experience, including London weighting plus contributory pension scheme

 
Location:

Willcox House, 140-148 Borough High Street, London SE1 1LB moving to Edinburgh House, Kennington in September 2018

 

Holiday entitlement:

25 days plus 3 discretionary days between Christmas and New Year and Statutory holidays

 

Working conditions:

Full time and permanent

The post holder may be required to work some evenings and weekends.  Time off in Lieu will be given in line with the charity’s policy.

Job Purpose

 

This key post will be responsible for shaping, implementing and strengthening the charity’s financial strategy, internal processes and infrastructure to enable Bowel Cancer UK to continue to grow effectively in order to fulfil its mission.

 

The role has overall responsibility for all governance, financial, commercial, legal, IT and administrative services.  Whilst this is a strategic role there is also the requirement to perform a “hands on role” when required. This is an exciting time for the organisation, and an opportunity to provide strategic support and advice to the Chief Executive, Senior Leadership Team (SLT) and Board of Trustees.  Key priorities for the role include the following:

 

  • To develop and deliver the financial strategy for the organisation, including a commercial strategy;

  • To lead on internal organisational management including annual planning;

  • To ensure the charity is fully legally compliant and complies with all aspects of Corporate Governance.

 

As a member of the SLT the post-holder will also perform a key role in helping to determine the strategic direction, business plans and overall management of Bowel Cancer UK.

Main Responsibilities

​

Financial Strategy and Policy

  • Lead on the development and delivery of a rolling three year finance and resources strategy for the charity

  • Lead on the review and development of the charity’s financial management policies and procedures including delegated authority levels from the Board of Trustees

  • In conjunction with the Chief Executive and SLT, lead on the development of annual plans across the charity and prepare an annual budget for sign off by the Board of Trustees

  • Advise the Chief Executive, SLT and Board of Trustees on tax implications of proposed activities and advise on the most tax efficient treatment (VAT, Gift Aid, employment taxes)

  • Advise the Chief Executive and Board of Trustees on the charity’s financial investments and ensure the charity maximises possible returns

  • Advise the SLT on all aspects of financial policy (including statutory requirements, best practice and the development of new initiatives)

  • Proactively represent the charity in all appropriate fora and forge links with peers, potential partners and investors

 

Financial Management and Accounting

  • Working closely with the Head of Finance and Finance Team, ensure the effective financial management of the charity including monitoring the annual budget and cash flow, income and ensuring interim re-forecasts are prepared

  • Work closely with the Head of Finance to prepare monthly management accounts and cash flow forecasts to assist the Chief Executive, SLT in making informed decisions

  • Prepare other reports/analysis as required by the Chief Executive and Board of Trustees

  • Ensure that the annual accounts are prepared and audited in accordance with statutory and internal requirements and that the results of this are reported to the Chief Executive and Board of Trustees

  • Work with the Director of Fundraising to develop budgets and reports for a variety of funders

  • Work with the Head of Finance and Director of Fundraising to ensure all fundraising income and expenditure is correctly attributed and coded and can be used to produce and monitor return on investment

 

Commercial Strategy and Implementation

  • Working closely with the Chief Executive lead on the development and implementation of a commercial strategy for the charity

  • With SLT colleagues proactively identify commercial opportunities such as merchandising and develop strategic partnerships

  • Working with the Director of Research and External Affairs, consider the opportunities for commercial investment of our research funds to capitalise on any profits made

 

Organisational Strategic Management and Planning

  • Participate in the leadership and management of the Charity as a member of the SLT and lead on corporate projects as requested by the Chief Executive

  • Deputise for the Chief Executive when required

  • Work closely with the Chief Executive on development, implementation and monitoring of the charity’s five year strategic plan

  • Provide effective leadership to the department, including paid staff, external contractors, interns and volunteers, ensuring that they are motivated, clear in their personal targets and work together well as a team

  • Lead on the further development of appropriate systems for monitoring and reporting on risk arising in any of the charity’s operations

  • Review and update a Health and Safety Policy and with the Chief Executive ensure this is implemented with the support of the Executive Assistant to the Chief Executive

  • Ensure SLT,  Management Team and full staff team meetings are organised and agreed actions implemented

 

Governance

  • Work closely with the Chief Executive in setting up, co-ordinating and preparing papers for the Board of Trustees and Finance sub-committee meetings and attend all meetings

  • With the Chief Executive lead on the development and review of policies and procedures seeking appropriate Board input and sign off

  • Work with Chief Executive/Chair on Board development and best practice including risk management

  • Ensure high quality minutes are recorded and a log of actions taken at all Board related meetings

 

People and Culture

  • Manage the Head of People and Culture and oversee the development of a staff and volunteer recruitment and retention strategy and oversee the rolling review of the charity’s staff handbook and related policies and procedures, ensuring all staff are working in accordance with them

  • Support the Head of People and Culture to resolve any HR related issues 

  • Keep abreast of all relevant HR legislative changes ensuring the charity is fully compliant and the SMT are also informed

  • Ensure that appropriate HR monitoring is in place e.g. annual leave, sickness monitoring, annual appraisal

 

IT and Data Management

  • IT and data management will initially be led by the Director of Integration (a time limited post) but this will be passed back to the Director of Finance and Resources in 2019

  • Work closely with the Director of Integration, to oversee the development of an IT and data management strategy

  • Work with the Director of Integration, Data and IT team to manage the work of the charity’s external IT advisors and ensure the organisation has the IT and communications infrastructure to deliver upon its objectives

  • Oversee the development and management of the organisations Raisers Edge database and the technical aspects of website development

  • Develop relationships with external stakeholders as is appropriate to the role

  • Speak at relevant conferences and events when required

  • Carry out other associated duties as might arise, develop or be assigned, in line with the broad remit of the post.

Person Specification

​

Knowledge and experience
 
  • Qualified accountant (ACA, ACCA) with 5+ year’s operating at a senior level

  • A first class understanding of statutory and management accounting ideally with knowledge of charity SORP

  • Proven success in budget and resource development including developing and monitoring performance management systems to manage both operational and project work

  • Proven experience of strategic and annual planning and the ability to develop business plans for external investment

  • Extensive experience of team management and development

  • Good knowledge of accounting software packages (preferably Sage 50)

  • Advanced Excel skills (e.g. import/export data, pivot tables etc.) and competent in use of office programs

  • Knowledge of health and safety legislation

  • Knowledge of charity law (desirable)

  • Charity experience (desirable)

  • A track record demonstrating a combination of commercial acumen, analytical rigour, attention to detail and ability to prioritise conflicting priorities and work to deadlines

  • Ability to work well cross - functionally and to lead on specific projects
