Chief Operating Officer (Head of Finance)

c.£70,000 per annum plus excellent benefits

Principal Accountabilities

Main Duties

Strategic Leadership and Management

  • Serve on the Media Action Management Team, providing visionary leadership and delivering the strategic direction and corporate management of BBC Media Action including organisational effectiveness, change management and oversight of corporate performance against plan and budget.

  • Lead on organisational effectiveness by managing and developing efficient systems and processes across core organisational functions including finance, procurement, human resources, strategic planning, accountability, performance management, facilities management, information management, systems and processes.

  • Champion collaborative and cross-organisational working with other members of the Leadership Team to ensure the successful delivery of organisational and mission objectives, as well as the efficient use of resources.

  • Manage London based staff in finance, administration and technology teams  and lead these functions across Media Action. Task manage the HR Business Partner.

Resource Management

  • Ensure that reporting information (including financial) enables trustees and staff at all levels to make decisions and improves practice.

  • Strengthen and maintain the risk management framework and ensure robust, proportionate, efficient systems to safeguard and deliver the effective stewardship of BBC Media Action’s resources are developed and used.

  • Oversee the development and implementation of a human resources (HR) strategy to ensure the recruitment, maintenance and continuing development of an effective and high performing workforce.

  • Ensure the delivery of effective procurement processes that generate value for money.

  • Ensure that the London office is an environment in which staff can work effectively and that it is managed cost effectively.  And support the Director of Programmes in achieving this for country teams.

 

Strategic Planning Performance and accountability

  • Lead and support the development of robust planning, monitoring and reporting practices that enable us to demonstrate high levels of accountability. Lead on ensuring strong accountability and performance measurement is in place.

  • Support the Leadership Team in cascading the strategy into operational work programmes.

Systems and Processes

  • Project manage change projects to enable more effective and efficient working in country programmes and London.

  • Ensure that information relating to performance forms a robust basis for decision making, allocation of resources and planning.

  • Ensure that adequate systems and processes are in place to support high performance

  • Ensure that the Technology team deliver a Technology Strategy that provides secure, resilient, sustainable information and communication systems which deliver value for money.

Governance, Legal and Compliance

  • Working with the Company Secretary, take responsibility for ensuring that all financial and legal obligations in relation to BBC Media Action’s UK affairs are properly and efficiently discharged including auditing, charity law, intellectual property, insurance, company law and that appropriate support is in place to enable the country office teams to ensure compliance in other territories. In particular, ensure that the organisational audit takes place and that the annual report is produced and submitted.

  • Attend Board of Trustee meetings and work with the CEO in ensuring that the board functions effectively and that trustees are supported in their roles.

  • Service the Finance and Audit sub-committee of Trustees ensuring that they are provided with the information that they need to perform their governance role effectively.

Required knowledge, experience & attributes

In addition to the BBC requirements:

  • A passion for international development issues and how media could be used to support work in these areas.

  • A good working and up to date knowledge of not for profit organisations, charity accounting and finance and reporting to non-executive boards. Plus, ideally, experience in the sector.

  • Understanding and commitment to BBC Media Action’s values and willingness to follow the Code of Conduct.

  • Ability to develop and lead organisational strategy on IT and property.

Job Purpose

To shape the long-term financial strategy and ensures prioritisation against strategic objectives by leading the core accounting processes of BBC Finance to ensure an effective, high quality and consistent delivery operation, and developing/embedding a culture of operational excellence and continuous improvement.

Key responsibilities and accountabilities

The role delivers financial and strategic leadership in business areas which have large amounts of complexity in terms of staff management, budgetary responsibility, and major project activity.

 

This role develops and leads a culture which is focused on delivering benefits and value to the business and in ensuring the BBC is driving best value - creating value today through robust control and risk management and adding future value through effective investment management support and advice.

 

This role works with other Finance and Business leaders to make financial decisions that deliver the best outcomes for the BBC as one organisation

 

Leadership:

  • Lead and deliver long-term financial strategy ensuring its alignment with the BBC's overall strategy and pan corporate objectives. Provide effective financial advice that ensures that quality financial decisions are made which drive business performance.

Controls and compliance:

  • Ensure that robust financial controls exist and are operated that meet all regulatory/statutory/legal and professional requirements and demonstrate best practice.

Service Management:

  • Ensure the provision of a high level service, identify areas for improvements, implement all audit, risk and compliance requirements.

Business Relationships:

  • Build manage and maintain strong and effective relationships with key stakeholders (both internal and external) ensuring that key objectives are met.

Innovation & Change:

  • Use external idea's to influence the BBC's approach to finance. Act as a leader for change by communicating and driving the case for transformation and by motivating, developing and encouraging collaborative teams.

Finance Business Performance Management:

  • Drive excellence in financial performance by providing objective perspectives and making recommendations. Ensure value for money by rigorous pressure on costs.

Essential Knowledge, skills, training and experience

  • Professional accounting qualification ACA, ACCA, CIMA or equivalent

  • Effective interpersonal, and communication skills, including the ability to influence senior stakeholders

  • Experience of supporting the delivery of effective financial systems and controls.

Experience of working with financial accounting systems and the ability to understand, interpret and communicate complex financial data to a range of audiences.

Job Impact

Financial: 

  • Small direct budgetary responsibility, with responsibility for advising and guiding business areas on wider spend.

Reports:

  • Direct or indirect reports of up to 30 staff

Other:

  • Guide and support the business / operational functions to deliver strategic objective, while driving on-going value for money.
