Finance Team Structure
Job purpose
The Accountant is an essential part of the Finance team within Sport England. Providing accounting expertise to deliver complex statutory, regulatory and management reporting with effective and compliant internal controls, sharing the duties and responsibilities as part of a team of two Accountants to ensure high quality and efficient processes.
This is one of two Accountant roles at this level and will manage the Accounts Payable & Receivables Manager and indirect report, the Accounts Officer, with the second Accountant managing the Assistant Accountant. These roles work in partnership, collaborate and provide coverage for all aspects of the roles.
Finance is a core and complex function within Sport England with multiple income streams, dual accounting treatment for its exchequer and lottery funded activities, management of public money complexity and subsidiary entities. The role will embrace the complexity and harness fiscal compliance, enabling the business to meet its strategic objectives.

Key Duties and responsibilities
Leadership & Management

Manage and develop a direct report through effective performance management, feedback and coaching ensuring they are accountable for their work and actions which successfully deliver their objectives to a high-quality standard.

Drive the continuous improvement of end-to-end processes to secure efficiency and effectiveness and which builds a customer focussed, committed and high-performing team.
Accounting and Financial Services

Production of regulatory and technically compliant statutory annual report and accounts for Sport England and it’s subsidiaries, including relevant notes, the financial elements of the directors and strategic report and the consolidation packs for DCMS through:

Day to day management of the year end timetable, ensuring all tasks are completed and reviewed in accordance with pre-agreed deadlines.

Managing and maintaining the models and systems used to produce individual company accounts, consolidated group accounts and the DCMS consolidation pack including adjustments for differences in accounting treatments and intercompany transactions.

Responsible for the complex disclosures of the Remuneration Report, Related Parties, and the defined benefit pension scheme.

Manage the complex accounting for a large specialist property portfolio (valued at £100 million) including annual valuations.

Responsible for managing the relationship with specialist external valuers.

Lead and manage the reconciliation and control of all balance sheet accounts.

Review quarterly management accounts and annual budgets for Sport England’s subsidiary companies.

Lead on the continuous review of management reporting to identify, co-ordinate and implement improvements to reporting ensuring consistency, high quality, relevance, and usability.

Production and submission of complex and compliant regulatory returns e.g., VAT, Corporation Tax, Charity Commission Returns.

Manage and co-ordinate all required returns and reporting to DCMS including building and maintaining effective relationships with the DCMS finance team.

Support the payroll function ensuring accurate accounting, payments and pension scheme reporting including providing advice where required.

Provide expert technical, specialist accounting and taxation advice and guidance to the organisation.
Financial policy and Controls

Maintain and ensure compliance with financial internal controls ensuring that the highest standards of propriety and integrity are operated.

Continuously assess the effectiveness of processes and controls, recommending and implementing new procedures when appropriate

Co-ordinate and build a new finance manual, to document finance processes in a clear and user-friendly format.

Assist in the review, design, roll-out and training of finance policies.

Manage and maintain bank mandates, access, and the relationship with bank relationship managers.
Systems
-
Alongside the Systems Accountant, manage and maintain workflows within system(s), in accordance with organisational structure and staff changes as well as user access rights to system(s).

Manage accurate, timely and efficient input and problem/issue resolution of all financial transactions in the finance system(s).

Supporting the business with relevant and appropriate training on finance systems.

Support and assist with any changes to the finance system(s) as required.
Ad Hoc

Supporting and deputising for the Strategic Lead, Financial Control when required.

Work flexibly to carry out any other duties, including organisational wide projects as required, that are within the colleague’s skills and abilities whenever reasonably required.

Follow Sport England’s policies and procedures in relation to other matters e.g., Health & Safety, Procurement and Financial control.
Person Specification
Essential
-
ACA/CIPFA/ACCA professional qualified accountant.
-
Public Sector experience.
-
Experience of reporting under IFRS, Government Financial Reporting Manual (FReM) and Charity SORP.

Experience of delivering an organisation’s annual report and statutory accounts within very tight timescales, including end to end production of individual company and consolidated group accounts.

Advanced analytical skills working with detailed and complex financial information.

Time management with ability to work independently and collaboratively within a team to rotate tasks and share knowledge and deliver results on time and to a high-quality standard.

Excellent written and verbal communication skills, including the ability to present complex messages and to tailor to the audience as appropriate.
Desirable

Experience of using Oracle NetSuite.

Previous experience of payroll.

Knowledge of IFRS 16 Leases.
