Governance & Standards Officer

Employing force: Norfolk (Can be based anywhere within the 7 Force region).

Grade: ​Norfolk/Suffolk - D

Salary:​ £23,946 - £27,096 per annum

Annual leave: 24 days, increasing to 29 after 5 years

Purpose of the Role

Provide a range of customer support, administrative functions in support of the wider 7 Force Function, involving the management of customers, communications, documents, events, information and procedures. Assist the Governance and Standards team to operate effectively and efficiently, identifying where improvements can be made carrying out low value tendering activity beneath £50k in value as required and under supervision.

Provide a ‘Help Desk’ facility for first point of contact for officers and staff in the 7 Forces and monitor the over-arching P2P function, ensuring the electronic catalogue facility operates efficiently.

Main Responsibilities 

  • Provide a “help desk”, acting as primary point of contact for all new work requests and general queries for the procurement Function across the 7 Forces; ensuring that enquiries from external organisations such as the Home Office, Police ICT Company and Crown Commercial Services are promptly dealt with.

  • Manage and maintain the library of procurement and contract documentation used by the Procurement Function across the 7 Forces. This is to include managing external reporting functionality such as BLPD.

  • Act as a source of information about working procedures, information sources, documentation and people in the procurement Function across the 7 Forces, identifying where process improvements can be made; providing assistance in documenting and implementing best in class procurement practices, procedures and policies, including the development of systems and designing of templates, training and procedure manuals.

  • Carry out research on new procurement projects under supervision. Assist the Category work-stream and when under supervision, carry out low value tendering activity up to £50k in value as required.

  • Assist in the development of customer relationships across the 7 Forces.  Maintain an awareness of their specific issues, planned changes and developments in those Forces, including managing internal communications, organising events, and dealing with suppliers and customers.

  • Assist in compiling and distributing management information reports on the status of work across the Function to the 7 Forces as well as external organisations such as the Home Office.

  • Provide general assistance and carry out administrative tasks as requested. This includes the ability to create accurate spend reports under supervision as well as advising Forces on the availability of suitable contracts and pro-actively identify opportunities to harmonise contract alignment.

  • Identify and explore commercial and contracting opportunities under supervision that will help Forces improve operational performance and reduce costs, assisting in monitoring, analysing and following up on contract reviews across the 7 Forces.

Necessary Experience

Skills and abilities:

  • Good verbal and written communication skills.

  • Effective administrative and organisational skills.

  • Computer literate (including ERP).

  • Ability to manage documents and information.

  • Able to work to tight deadlines on occasions.

  • The post holder will be expected to travel across all 7 Forces when required

Qualifications / Education / Training: 

  • Microsoft Office (essential)

  • Some education or training in business studies or office management (Desirable)

Work Experience and Knowledge:

  • Minimum of 2 years experience of working in a procurement or similar environment (Essential)

  • Experience of undertaking low value sourcing activities (Desirable)

  • Experience of working with a blue light organisation (Desirable)
