Procurement has an untapped potential to act as a key facilitator across both Newham and Havering councils, ensuring ideas that will drive value for both are shared. Its breadth of involvement across the councils means it is ideally suited for this role.

Head of Procurement | Up to £90,000 per annum*

What makes this role different?

There are few genuine opportunities where, as a Head of Procurement, you can shape a department to such an extent.

You will develop and build a team, starting with an extensive recruitment campaign, to provide a truly strategic function.

This will provide a ‘cradle to grave’ approach from early engagement to commercial management of our strategic contracts. At its heart it will be powered by great market intelligence.

With influenceable spend of over £500m you will be expected to drive real value. Of course, at its most basic level this will comprise of savings through excellent sourcing activity but increasingly it will be through challenging the way things are done; and supporting the councils’ priorities by delivering social value and helping to develop the local supply base.

Location

Newham or Havering.  The post holder must be flexible and work across council sites.

Line management responsibility for

The post holder has responsibility for overseeing the management of 25 staff members within the procurement team.

Job Purpose

  • Lead the development of a Procurement Service that provides: strategic advice and support valued by customers; a consistent, efficient & effective sourcing process, focusing resource where it can add most value; and supplier management expertise to ensure value for money is maximised through the life of our contracts.

  • Provide clear, effective leadership and direction to the Service, including the effective management and development of staff. Foster a culture of continuous improvement within the team

  • Develop and implement a procurement strategy that supports the councils’ objectives, including service targets to measure the progress of the strategy.

  • Build strong and productive relationships across the councils, providing expert professional advice to the Leader, Mayor, other members and Chief Officers, ensuring appropriate consultation over policy and practice developments.

  • Optimises the benefits of joint working across the oneSource authorities whilst also delivering local needs for each authority.

  • Develop services in an innovative and creative way, through an engaged senior team and wider workforce that feel empowered to constructively challenge the status quo, to ensure effective and efficient service delivery, to both partners and customers.

  • Maintain budgetary control and effective use of resources across oneSource.

  • Ensure maintenance of high standards of health, safety and welfare at work and take reasonable care of the health and safety of themselves and others. Ensure legal, regulatory and policy compliance within area of responsibility and that effective systems operate to manage performance and risk.

Specific Responsibilities

  • Ensure the development and implementation of operational plans for the Procurement Service that deliver the ‘offer’ outlined above.

  • Lead at a strategic level the formulation and implementation of Procurement policy and procedures across oneSource authorities.

 

  • Forecast and deliver agreed cost savings, together with a range of additional benefits including social value, improved supplier performance, improved quality of service and total cost of performance along with risk management, in line with the councils’ objectives. Benchmark performance against other authorities/organisations to inform future improvements and targets

 

  • Oversee the development of procurement systems and underlying data quality/completeness to support the function and the wider business. Ensure that these systems capture key procurement metrics to support the planning of procurement activity and measuring performance.

 

  • Ensure effective programme management is in place to plan, track and report on all procurement projects and ensure these are efficiently and effectively resourced.

 

  • Build and grow the procurement team so it has the necessary capacity and capabilities, through a mix of individual & team development activities and effective performance management & recruitment.

About you

The role is both exciting and challenging.

You will need to have strong leadership qualities. You will need to be able work with and influence a diverse group of stakeholders across the different councils and ensure their local priorities are met. At the same time you will need to capture the additional benefits that oneSource can bring to each authority, particularly the value of the shared knowledge & experience within the combined procurement team.

You will also need to bring good experience of leading a procurement function of similar complexity and size. Or show us that you are ready and able to do this.
