Finance Functional Leadership

Finance Functional Leadership (FFL) is a strategic programme within the MoD that aligns with the governmental aim to adopt the functional model. The premise of this model is to provide strong central leadership of cross-departmental corporate functions.

It aims to professionalise the civil service through:

  • improved decision-making  

  • cross-departmental working  

  • organisational capability  

  • efficiency  

  • resilience  

  • control 

A strong functional model will help provide better public services and support savings.

The Finance Functional Leadership programme aims to both build capability in the Finance Function and introduce a revised operating model, which is consistent across defence.

When setting out the Finance Functional Leadership Programme the MOD Finance Director outlined her vision for financial management: Protecting Value, Driving Value, Adding Value and putting finance at the heart of decision making in Defence.

  • Protecting Value – providing stewardship for taxpayers’ money and protecting Her Majesty’s Government assets

  • Driving Value – ensuring that every pound is spent in the most effective and efficient way and delivering the Defence efficiency programme.

  • Adding Value – creating insightful financial analysis and applying professional judgement to inform decision making

Being successful in these three aspects will ensure budget holders are fully supported by their senior finance staff in fulfilling their responsibilities and that finance is at the heart of decision-making in Defence.

The Ministry of Defence’s (MoD) Finance Functional Leadership programme is an ambitious and exciting transformation programme which is introducing a revised operating model across the finance function. 

 

The operating model, which is consistent with that introduced across Whitehall, will involve changes to where activities are undertaken in the organisation, the size and shape of the finance function, and development of the skills and capability of finance staff.  It will be supported by a significant level of modernisation to systems and processes and initial investment in resources to unlock savings in the medium term.  

 

The Finance Change managers will play a key role in the implementation of the new operating model, working closely with the central Finance Functional Leadership programme team and the business facing finance teams, to lead the changes to culture and behaviour required across the MoD finance function and amongst wider finance stakeholders.  They will champion best practice in change management, provide expert advice for team members and the change community affected and deliver targeted interventions to ensure groups impacted are meaningfully engaged, supported and upskilled to adopt the change. 

 

The roles will support in the development and implementation of the operating model, working with finance teams to identify and implement changes to processes and ways of working, and to deliver the benefits and outcomes of the Finance Functional Leadership Programme.  

 

The roles are based in the MoD’s business facing finance teams, reporting into the Deputy Finance Directors, with a dotted line to the Finance Functional Leadership Programme Director.
