Purpose of the Job

  • To lead the Finance Business Partner team supporting Adult Care Services and Public Health, Environment, Community Protection and Resources.

  • Ensure that service boards and budget managers are provided with appropriate financial advice and support to enable them to meet their responsibilities for the planning, management and control of financial resources and delivery of value for money services 

  • To lead the development of the business partner team to deliver service improvement and efficiencies.

 

Main Areas of Responsibility

 

As a member of the Finance management team contribute to the overall management of the delivery of quality and innovative financial arrangements for the Council.

 

Provide strategic advice and constructive challenge to Chief Officers and Service Boards on financial matters to ensure that service developments and efficiency programmes are developed and delivered.

 

Ensure the provision of timely and business focussed financial advice to service board members and budget managers.

 

Lead the delivery of finance services to service departments in accordance with the specification and service standards set out in the Herts Finance Service Level Agreement.

 

Ensure that service board members and budget managers have access to appropriate training, information, and advice to understand their financial responsibilities and to fulfil them.

 

Identify, develop and deliver service and efficiency improvements and champion a culture of service improvement within the Business partner group.

 

Ensure that any significant financial issues, systems failures or non-compliance with financial regulations and procedures are challenged and reported as necessary

 

Lead and develop staff within the business partner group to ensure that professional standards and service quality are maintained and that team members have appropriate knowledge and understanding of the front line work of the relevant service departments and the wider context/market in which the service operates.

 

Ensure that effective processes are in place for recruiting, developing, appraising, rewarding and retaining employees, promoting attendance and performance, in line with Council policy.

Represent the Council at local, regional and national level on financial matters relating to the service areas for which the team provide support to promote Hertfordshire and the development of innovative and efficient financial services.

To act as finance lead on major council programmes/procurement ensuring robust financial governance in place and programmes deliver value to the council

Person Specification

Education, Training and Professional Qualifications

  • Qualifications - Recognised CCAB qualification (preferably CIPFA) - or alternative qualifications and exceptional levels of relevant experience

Skills, Abilities and Experience

  • Technical Knowledge/Experience - Comprehensive understanding of statutory, regulatory and financial frameworks particularly as they affect those service areas supported by the Business Partner team

 

  • Delivery - Ability to translate strategic business objectives into focused projects and deliver outcomes.

 

  • Leadership - Experience of leading, managing and motivating staff in order to meet service objective as well as drive and implement best practice.

 

  • Teamwork - Ability to build effective teams and relationships and support others in developing and achieving their personal, professional and organisational goals.

 

  • Relationship management – Ability to manage effectively the relationships with internal and external partners on a range of issues

 

  • Influencing - Ability to influence senior managers and partners for whom you do not have direct line management responsibility to deliver shared objectives.

 

  • Innovation - Ability to encourage innovation in the delivery of services to improve standards and cost effectiveness, overcoming resistance and / or obstacles.

 

  • Communication - Ability to communicate clearly and concisely, both orally and in writing with a range of audiences, including senior offices and members and to listen and respond to feedback.

Head of Corporate Finance

£62,000 - £70,000 per annum

REPORTS TO:  Assistant Director (Finance)

Purpose of the Job

 

  • To lead the Corporate Finance Team in the provision of strategic financial advice to the Council

  • To oversee all aspects of the authority’s accounting and budgetary processes including the compilation of and the audit of the Council’s annual statement of accounts. 

  • To drive strategic and operational improvements in financial practice standards across the authority

  • To provide financial support to the development and delivery of the Councils commercial strategy

 

Main Areas of Responsibility

 

As a member of the Finance management team contribute to the overall management of the delivery of quality and innovative financial arrangements for the Council

 

Lead on the provision of strategic financial advice on local, regional and national financial matters to the Director and members ensuring alignment to the corporate objectives and priorities.

 

Co-ordinate the Councils key financial cycle processes (Budget setting, budget monitoring and annual accounts) across the Council, including developing options for the Council to meet the financial challenges it faces

 

Lead on the development and maintenance of financial standards and procedures and frameworks and competencies to provide effective financial controls and high quality professional financial expertise across the organisation and its partners, for both financial and non-financial individuals.

 

Drive improvements around the processes and systems for financial transactions and accounting  to ensure that these provide high quality professional, effective and efficient financial practice across the organisation and its partners,   enabling effective decision making by members, senior officers and budget managers and delivering value for money.

 

Lead on the financial dimensions of the development and delivery of the Councils commercial strategy and major procurements, including advising on

new models for service delivery

 

Manage the team; ensure robust strategic planning, performance and financial management, with value for money benchmarked effectively.  Ensure that effective processes are in place for recruiting, developing, appraising, rewarding and retaining employees, promoting attendance and performance, in line with Council policy.
