JOB TITLE: Head of Corporate Finance
GRADE: PMC2 £64,000 - £73,000 per annum
REPORTS TO: Assistant Director (Finance)
TEAM: Finance Team

Purpose of the Job

To lead the Corporate Finance Team in the provision of strategic financial advice to the Council
-
To oversee all aspects of the authority’s accounting and budgetary processes including the compilation of and the audit of the Council’s annual statement of accounts.

To drive strategic and operational improvements in financial practice standards across the authority
Main Areas of Responsibility
-
As a member of the Finance management team contribute to the overall management of the delivery of quality and innovative financial arrangements for the Council

Lead on the provision of strategic financial advice on local, regional and national financial matters to the Director and members ensuring alignment to the corporate objectives and priorities.

Co-ordinate the Councils key financial cycle processes (Budget setting, budget monitoring and annual accounts) across the Council, including developing options for the Council to meet the financial challenges it faces

Lead on the development and maintenance of financial standards and procedures and frameworks and competencies to provide effective financial controls and high quality professional financial expertise across the organisation and its partners, for both financial and non-financial individuals.

Drive improvements around the processes and systems for financial transactions and accounting to ensure that these provide high quality professional, effective and efficient financial practice across the organisation and its partners, enabling effective decision making by members, senior officers and budget managers and delivering value for money.

Lead on the financial dimensions of the development and delivery of the Councils commercial strategy and major procurements, including advising on new models for service delivery

Manage the team; ensure robust strategic planning, performance and financial management, with value for money benchmarked effectively. Ensure that effective processes are in place for recruiting, developing, appraising, rewarding and retaining employees, promoting attendance and performance, in line with Council policy.

Represent the Council at local, regional and national level to promote Hertfordshire and the development of innovative and efficient financial services.

Person Specification
Education, Training and Professional Qualifications:

Qualifications - Recognised CCAB qualification (preferably CIPFA)
Skills, Abilities & Experience:

Technical Knowledge/Experience - Comprehensive understanding of statutory, regulatory and financial frameworks for local government finance, including capital and revenue accounting

Delivery - Ability to translate strategic business objectives into focused projects and deliver outcomes.

Leadership - Experience of leading, managing and motivating staff in order to meet service objective as well as drive and implement best practice.

Teamwork - Ability to build effective teams and relationships and support others in developing and achieving their personal, professional and organisational goals.

Relationship management – Ability to manage effectively the relationships with internal and external partners on a range of issues

Influencing - Ability to influence senior managers and partners for whom you do not have direct line management responsibility to deliver shared objectives.
