Associate Director of Finance & Procurement

Location  Canary Wharf  |  Reports to Chief Executive and Registrar  |  Grade Senior Leadership
 
Role purpose

​

  • To develop and maintain the GPhC financial strategy in conjunction with the Chief Executive and Registrar, and to manage the GPhC financial matters and accounting practices

​

  • To ensure that the overall strategy decided by the Council is articulated in appropriate directorate and functional-level strategies and plans

​

  • To ensure that those strategies and plans are delivered within with agreed timeframe, resource and quality parameters 

​

  • As a member of the GPhC senior leadership group, to provide advice, support and constructive challenge function for the organisation.

​

​

Scope of role

​

As the Associate Director responsible for all people matters, the role’s span is to:

​

  • Lead the managers and staff within the Finance and Procurement team, coaching and supporting them to deliver against the strategy and the business plan

​

  • Support large scale organisation-wide projects that achieve GPhC goals and objectives

​

  • Effectively manage and control of all financial reporting, processing and recording systems

​

  • Surface capacity, pacing, resourcing issues and other red flag issues needing leadership attention

​

​

Key accountabilities

​

  • Manage financial accounting and management accounting practices including the annual budget, forecasts and registrant fee setting.

​

  • Formulate financial policies and strategy and advise senior leadership accordingly

​

  • Lead on the financial aspects of any strategic projects aimed at achieving financial sustainability of the organisation

​

  • Oversee cash flow and treasury management

​

  • Review and authorize the GPhC capital and operating expenditure and approved suppliers

​

  • Formulation and monitoring of the GPhC investment policy and transactions

​

  • Ensure financial controls are maintained and enhanced

​

  • Prepare annual financial statements of the GPhC in accordance with HM Treasury and other relevant public sector and companies acts guidance

​

  • Manage the procurement function and ensure effective procurement systems and procedures are in place to provide the highest levels of probity, legal compliance and value for money

​

  • Lead the audit function and ensure recommendations made by internal and external audit are implemented appropriately and in good time.

Attributes, Experience and Qualifications

​

  • A natural and visible leader with relevant experience at a strategic level within an organisation of similar political and operational complexity, with the personal vision, presence and style to act as a role model to inspire and empower the wider GPhC staff group.

​

  • Qualified accountant and current member of ICAEW, CIMA, ACCA, CIPFA or equivalent.

​

  • Significant experience in financial leadership and operational leadership at a senior level gained in an organisation of comparable scale.

​

  • Proven ability to lead, develop, manage and motivate teams and individual direct reports.

​

  • Proven ability to implement and monitor highly effective and efficient financial controls.

​

  • Demonstrated ability to analyse complex issues in a systematic and logical manner, prepare and present accurate and timely financial statements in accordance with relevant regulations and legislation.

​

  • The ability to work collaboratively and flexibly with GPhC’s Council, SLG colleagues and our governance structure is essential.

​

  • A clear personal commitment to the GPhC’s behavioural framework values and their ambitions on diversity and equality.
