Overview of the role

The Director of Finance and Operations will be responsible for the following areas, Finance, HR, IT, Legal, Risk Management, Governance and Facilities Management.

 

Reporting into one of the Co-Directors of the museum, the Director of Finance and Operations will act as a key member of the Directorate and the Management Team, providing strategic insight and leadership to the museum.

 

You will provide inspiring leadership to staff and volunteers in the finance and operations teams. You will develop the skills and attitudes of staff and volunteers to achieve the highest levels of performance, presentation and response always and in line with the museum’s mission, vision and values.

 

You will champion the department’s commitment to personal development, up-skilling and collaborative vision building and attract and inspire top talent across all relevant disciplines. You will also be commercially astute with strong innovation skills, able to contribute to the development of a culture of continuous improvement within the museum to meet its strategic objectives target.

 

The role is central to the review and delivery of the museum’s strategy and will help ensure the museum has a commercially viable and sustainable operating model.

Job description

Strategic leadership

  • As a member of the Directorate, share responsibility for the overall leadership of the museum.

  • Work in an integrated way with the Directorate, developing a positive working relationship with key stakeholders both within and outside of the organisation.

  • Act as a senior professional lead for all operations and operations staff, building a cohesive team spirit across the departments, promoting a culture of collaborative working and strategic innovation.

  • With four direct reports, provide leadership to enhance the organisation’s internal processes and infrastructure that will allow the museum to continue to grow and fulfil its mission.

  • Provide sound strategic and operational financial advice to the Co-Directors and senior management.

  • Provide sound strategic financial advice and support to the Finance Committee and Board.

  • Work with trustees on the Finance & Operations Committee.

 

Financial management

  • Work closely with the Directorate, Management Team, Trustees and museum committees to develop short, medium and long term financial strategic objectives and manage the cost base to achieve this.

  • Lead on the strategic review and appraisal of activities and new business propositions and advise on the strategies to ensure that the museum achieves its priorities within a realistic financial framework.

  • Provide effective leadership and direction to the Finance function through the management and development of the Head of Finance and their team.

  • Working with the Head of Finance to ensure all financial practices across the organisation are fit for purpose and provide accurate and timely information as required both internally and externally.

  • Review funding submissions and monitor income and expenditure within agreed budgets.

  • Propose, develop, implement and review an annual departmental Business Plan consistent with the museum’s corporate plan with strategies which improve self-generated revenue and human resource planning.

  • Negotiate with key financial advisers such as bankers, investment advisers and liaise with auditors in the best interests of the museum.

  • Oversee the maintenance of records to meet legal and tax requirements, the production of statutory accounts and the provision of accounting services for use by managers in planning and controlling the work of the museum.

  • Plan and manage the museum’s tax liabilities.

  • Evaluate financial systems and methods, implementing efficiency improvements and updating technology as required.

  • Provide effective financial support to enable the museum to deliver its operations successfully. 

  • Provide quality financial information and sound audit and control systems.

Human Resources

  • Be responsible for the leadership and delivery of the Human Resources function and the approach the museum takes to manage and develop its workforce.

  • Support the Head of Human Resources in the operational delivery of the HR function including talent management, pay and reward, leadership and management development.

  • Encourage the development of the Human Resources function into a strategic business partner for the museum.

 

Information Technology

  • Oversee the museum’s IT strategy and wider technology agenda, ensuring it is fit for purpose.

  • Ensure the museum has a future-focused integrated ICT and technology strategy in its operational and programmatic work.

  • Provide strategic advice and support to the Head of IT ensuring a highly functioning IT support team and infrastructure including effective information security systems, appropriate business continuity and disaster recovery plans are in place.

 

Facilities Management

  • Ensure facilities are efficiently managed within budget to deliver expected service levels.

  • Oversee the museum’s property strategy and advise appropriately.

  • Oversee the management and maintenance of the museum’s premises.

  • Ensure the office provides a positive and healthy working environment that meets all relevant health and safety requirements.

  • Oversee the management of contracts that fall within the department’s areas of responsibility and on-site management of contractors employed by other departments to maximise income whilst ensuring Health & Safety, Security and Collections Management standards are maintained.

 

Risk Management, Governance and Legal

  • Develop and enhance the role of risk management across the museum.

  • Ensure the current risk management policy and framework enables all of the museum’s activities to take place in a consistent and controlled manner.

  • Ensure compliance with statutory requirements and advise the Co-Directors and the Board on best practice in constitutional and governance matters.

  • Oversee risk management on legal activities including contracts, leases and other legal documents and agreements.

  • Prepare and present robust and intelligent presentations to the Board, the Directorate, the Management Team and staff on all matters regarding risk management, governance and legal as needed.

  • Lead on the development, review and maintenance of administrative and compliance systems, policies and procedures including a register of conflicts of interest for directors and staff.

  • Act as the Data Protection Officer for the museum ensuring it is compliant in respect of its obligations regarding GDPR across the organisation.

  • Oversee all corporate legal matters including providing advice on non-standard contracts to ensure that they are beneficial to the museum and compliant with relevant legislation.

  • Oversee the management of the museum’s insurance policy and that it is insured against relevant risks and that the terms of insurance are appropriate and cost effective.

Knowledge, experience and skills

Knowledge (including relevant qualifications)

You will have:

  • An accountancy qualification (ACA, ACCA, CIMA, CIPFA) with significant finance experience at senior level.

  • A keen interest in the arts sector

  • A strong audit and controls background.

 

Experience

You will have:

  • A successful track record in managing a broad range of operational functions in a fast-paced and evolving environment.

  • Experience overseeing corporate legal matters and coordinating with external legal providers.

  • Experience of working with directors and senior management to deliver strategic objectives and financial priorities.

  • Experience of managing staff and ability to provide visible, strong, effective and supportive leadership.

  • Proven track record in overseeing security and risk mitigation including the areas of legal, physical and digital risk.

  • Experience of establishing and maintaining strong relationships with a wide range of stakeholders with the sensitivity and talent to achieve consensus.

  • Technical knowledge of the governance framework for charities and charity finance management.

  • Experience of working with trustees and an understanding of the dynamics of these relationships.

  • Experience of audit and controls and providing quality financial information.

Employees are entitled to 25 days holiday plus 8 days Bank Holiday and Christmas Eve (museum closed), pro-rata for part-time employees. Hours of work

Full-time employees are required to work no less than 37.5 hours per week and the standard working day is 9.30am - 6.00pm which includes a daily 1-hour break (30 minutes paid and 30 minutes unpaid). Hours for part-time employees are pro-rated accordingly.
