Key Responsibilities

  • Provide strategic financial advice to the Combined Authority Board and any subsidiary company, including new borrowing powers, financial models and commercial undertakings.

  • Lead on securing investment to the region to finance all approved strategic investment programmes and further devolution of responsibility.

  • Direct the deployment of financial resources in line with the strategic plans, prepare the budget and medium term financial plan for the Combined Authority.

  • Lead on Treasury and Investment Fund Management, including a capital strategy, compliance monitoring, audit and implementation of treasury management practices.

  • Manage the agenda and delivery for the Audit & Governance Committee, support the work of the Overview and Scrutiny Committee and manage the internal and external audit arrangements.

  • Contribute to and support all key business developments and initiatives to ensure sound financial management and delivery of agreed outcomes.

  • To undertake the statutory Section 73 Officer role.

 

Partnerships

Work in partnership with executive directors responsible for Transport, Housing and Business & Skills to understand their priorities against the political agenda as developed by the Combined Authority’s devolution deal and the Cambridge and Peterborough Independent Economic Review. Support the Strategy Director in prioritising across portfolios through robust business case evaluation to ensure system wide benefits are captured.

As part of the Executive Team, develop a set of materials that build a competing case for a series of focussed investments to delivery the Combined Authority’s key ambitions. Particular responsibilities for this role include the delivery of robust cast flows, out turn evaluation and risk analysis.

Support the executive and political leadership in delivering the required funding. This includes co-ordination with partners in public and private sectors to ensure that consortia are robust and well integrated.

  • Head the delivery of the Combined Authority 4 Year Plan – ensuring all aspects are co-ordinated including commissioning activity and/or working with lead partners.

  • Lead a focused and high performing team, regularly reporting on outcomes, outputs and delivery.

  • Act as an ambassador for the Combined Authority on appropriate internal and external bodies and at relevant committees and meetings.

  • Provide direct support to the Mayor, Combined Authority Board and Business Board Directors
