About the role:

The BEIS Financial Reporting & Control function are looking for an exceptional finance professional with the necessary experience, skills and personal qualities for an Assistant Head (Grade 7) of Financial Reporting role within the Financial Reporting and Accounting Advice team. This is an important role within the finance function requiring the ability to gain credibility, providing accounting expertise to maintain the integrity of the consoliation reporting and budgeting system. This is an excellent opportunity to play an important and active part in the continuous improvement of the Department's statutory reporting and provide strategic consolidation accounting advice across the BEIS Departmental group. The post holder will partner and collaborate with a range of stakeholders, acting as the face of financial reporting, providing guidance and support to Arm’s Length Bodies within the BEIS consolidation boundary and working with teams in the core department, MoJ and the Cabinet Office, to ensure the Department’s Annual Report and Accounts are laid pre parliamentary recess.

About the team:

BEIS Financial Reporting & Control, which is a central team within the Finance & Portfolio team is comprised of four teams that support the core department and its Partner Organisations:

  • Core Financial Accounting;

  • Financial Reporting & Accounting Advice;

  • Internal Control;

  • Treasury & Parliamentary Reporting;

  • Financial Reporting & Control is part of the Government Finance Function.  

Key responsibilities:

  • Lead on the production of the BEIS Annual Report & Accounts pre-Parliamentary recess (early July);

  • Collaborate with the wider finance community within BEIS to mitigate accounting risks, working to mitigate these risks so that the Departmental Accounts are free of material errors;

  • Own and manage the process for Enterprise Programme Management (EPM) consolidation data collection and Cognos Disclosure Management (CDM) consolidated disclosure data;

  • Oversee and coordinate the BEIS Counterparty (intra-group elimination) exercise – Periods 6, 9, & 12;

  • Build a deep understanding of the data tool used to capture financial information from Partner Organisations and suggest and develop enhancements to the data tool (EPM);

  • Lead on the preparation and review of the BEIS consolidation primary statements and related notes, including the BEIS segmental reporting disclosures;

  • Engage and manage the delivery of the NAO interim and final audits to the agreed audit timetable ensuring that key milestones within it are met and ensure that the audit process runs smoothly;

  • Provide accounting advice to support the consolidation of BEIS partner organisations;

  • Coordinate the collection, processing and review of Tier 4 (post publication) accounts adjustment submissions from partner organisations;

  • Prepare accounts and financial statements for BEIS minor bodies.
