About the Group and Function
The Digital and Technology Group (DTG) lies at the heart of the Agency and is responsible for delivering an optimised IT infrastructure and maximising the secure use of data to enable our scientists, inspectors, and the rest of the organisation to deliver world class services which can improve outcomes for patients and the general public. The Group was essential in the race to approve COVID-19 vaccines in 2020 and in supporting the UK to set up its own medicines and devices approvals systems following our exit from the EU. Its centre of excellence is also responsible for delivering a broad portfolio of change initiatives, both to transform the Agency’s legacy technologies and to deliver innovative new solutions, designed around our customers’ needs. The Strategy & Architecture team is responsible for ensuring that DTG service provision supports the delivery of the Agency's strategy and Corporate Delivery Plan including meeting MHRA’s financial and performance targets and delivery objectives. The team is responsible for providing digital, data and technology design assurance to ensure proposed solutions are compliant with legislation, standards and Government policy, and for ensuring the effective running of the Division, including budget and performance management.
Role Purpose
The Head of Business Analysis is responsible for maturing and leading the Business Analysis practice for the Agency. You will have the opportunity to further enhance the business analysis capability to help deliver MHRA priorities. You’ll work with multi-disciplinary teams of professionals, including User Centred Design, Product and Change Managers, Solution and Enterprise Architects and Delivery partners. Your work will be pivotal to the development of new digital and data products and services throughout the Agency.
You will report directly to the Deputy Director of Digital and Service Design within DTG. Digital & Service Design Group (D&SDG) owns the user experience for the division and provides a number of services through its practice-based model including user-research, service design, business analysis, change management and product management.
The role is critical in co-ordinating activity across the Group and in working with the central enabling Divisions within the Agency to ensure delivery of corporate priorities. This requires the development of strong working relationships with colleagues across the Group and across the wider Agency.
Key Responsibilities
Leadership and Management

As a member of Senior Leadership Group, you will support the Deputy Director in wider leadership activities which support the needs and priorities of MHRA, including financial, commercial and risk management. You will provide proactive leadership across your peer group and team, ensure compliance with Agency policy and practice and will be a highly visible role model for others across the whole Group;

Responsible for developing and shaping strategies to drive awareness of the business analysis profession, building the influence of the team and supporting services across the organisation by embedding the practice;

Develop approaches to tackling challenges, learning from other departments and organisations to improve BA capability and practice. Identify, develop and use best practice and standards to develop services consistently, work with other Communities of Practice;

Role model inclusive leadership behaviours to promote a diverse, supportive and inclusive culture, support your team to develop business analysis capabilities and help these to grow within the Agency;

Directly manage a team of Business Analysts ensuring effective deployment to meet demand and targets as well as managing performance;

Responsible for shaping the Business Analysis practice and improving ways of working by embedding a consistent and high-quality professional framework and standards. Contribute to the on-going development of Business Analysis tools and methods, to support the delivery of services within the organisation, providing direction and guidance to the team. Apply and champion the application of agreed methodologies, tools and frameworks and embed within the organisation;

Lead a team responsible for analysing and understanding the expectations of service owners to resolve complex problems in order to continuously improve services (ranging from process mapping, identifying improvements and efficiencies, through to eliciting and documenting requirements and user stories for new digital services);

Lead the team and business to reach a consensus on an agreed minimum viable product that will reach and attain benefits realisation, and ensure the modelling of business processes, data and systems meet these requirements. Ensuring smooth transition of ongoing business analysis activities from the design phase to implementation, supporting business analysts working within multi-disciplinary teams to deliver within agreed timeframes and budget.

Experience (A, I)

Significant experience in a business analysis role, as well as managing geographically dispersed teams, fostering career development, delegating where appropriate.

Strong experience of working on digital projects within an agile delivery framework to deliver improved services.

A track record of being proactive, using horizon scanning to identify future challenges and opportunities for managing them, including anticipating and mitigating risks and finding creative solutions.

A track record of working collaboratively with others, identifying and analysing stakeholder views, providing constructive challenge and successfully influencing decisions using data and insight.
