Aim of the Role

To provide support to enable an efficient, effective and comprehensive capital accounting function within the Trust. thereby ensuring reliability of reported figures.

To undertake the timely and accurate posting of transactions in the ledger, and to ensure that financial controls are maintained.

To assist in ensuring the accurate and timely completion of statutory accounts and monthly financial returns.

To provide assurance on the integrity of the ledger, resolve issues around coding and reconciliations, and support the production of timely and value-adding reporting.

To be accountable to the Financial Accountant for adherence to the Trust financial policies and procedures, statutory requirements and requirements from the Department of Health.

Main Tasks and Responsibilities

Operational Responsibilities

  • Post standard accruals and journals

  • Prepare reconciliations, clear suspense and control accounts

  • Prepare standard reports and undertake analysis

  • Undertake asset verification

  • Maintain and add to the Fixed Asset Register

  • Support internal and external audits, providing evidence and responding to technical queries where possible

  • Respond to queries from capital budget holders and other finance teams where possible

  • Support the implementation of improvement projects and changes to processes and systems

Control systems and Statutory responsibilities

  • Ensure the Trust’s policies procedures, and Standing Financial Instructions are strictly adhered to.

  • To support the Financial Accountant to ensure that internal and external audit recommendations

  • relating to financial procedures and systems are implemented.

 

Leadership

  • Take responsibility for own development and proactively seek and take advantage of opportunities to enhance knowledge, skills and experience.

 

Education and experience

  • Hold educational qualifications commensurate with the role, being at least 5 GCSEs at grade C or above including Maths, and further study at A-Levels, NVQ or other appropriate qualifications.

  • Further education to degree level or in relevant finance and accounting qualifications is desirable.

  • Have practical experience in computer systems to enable effective working in an office environment.

Financial Accounting and Financial Services

  • Ensure the Trust produces its statutory annual accounts in line with the national timetable, meeting latest accounting standards. Oversee the relationship with the External Audit team and external audit partner to ensure that the annual financial audit is concluded without issue and Audit, Risk and Governance Committee is fully appraised of all issues.

  • Manage the corporate accounting, payroll, accounts payable, treasury management and accounts receivable teams, setting professional and performance standards and developing staff to achieve their potential.

  • Lead the development of all finance systems and processes to meet business requirements in line with audit requirements across the whole finance and procurement function.  Ensure there is a process to continually review all systems and processes to improve.  Ensure every team within &P has a roadmap for system development in line with its service development plan.

  • Manage the treasury function ensuring that the Trust has sufficient cash to meet its requirements and that the return on spare cash is maximised keeping within any guidelines set by the Department of Health, and that it maintains a forecast to assure the board on future cash liquidity.
     

Customer Service

  • Establish and maintain a service culture which is designed around maximization of patient benefit through supported and empowered staff.

  • Actively seek feedback on F&P and act upon it to continuously improve the service
     

Communications

  • Liaise with internal and external auditors in audits designed to improve financial services.

  • Work closely with external audit to provide relevant information, accommodation and other resources required to perform their duties effectively.

  • Manage queries at an appropriate level from other finance staff and capital budget holders.

Other Specific Roles
