The Corporate Centre Group provides corporate systems, services, solutions and facilities to enable HM Treasury Group to deliver effectively and efficiently. It consists of Human Resources, Finance, Finance & HR Operations, IT and Facilities, Management Information, Correspondence and Information Rights, Estates, Security, Information and records management. We provide a vast array of services and solutions that enable the Treasury Group and its partners to operate effectively.

Key Accountabilities

Annual Report and Accounts

  • Assist with the preparation of the Treasury’s Annual Report and Accounts and WGA returns, including the consolidation of the department’s agencies, NDPBs and new bodies, including the consolidation of UK Asset Resolution (with Bradford & Bingley and NRAM).

  • Assist with the production of the accounts of Treasury’s special purpose vehicles for the mortgage guarantee scheme (Help to Buy), Sukuk and PF2. 

Reporting and cash flow forecasting

  • Provide support in the Budget and Estimates process and cash flow forecasting for areas of spend related to the financial stability and growth interventions, contributing to the objectives of the wider finance team.

  • Assist with the delivery of financial information, internally and externally, including developing, monitoring and progressing appropriate mechanisms for capturing data and reporting to EMB and others as required.

 

Technical accounting and contribution to the development of policy advice

  • Provide financial support and advice regarding government interventions in the financial sector and the growth agenda.

  • Liaise with policy teams and assist with advising on the financial implications of new policies and initiatives on the department, including financial negotiations on financial stability interventions.

 

Other

  • Assist with the development of initiatives to grow the influence of the team across HMT Group, to improve the team’s awareness of the financial accounting impact of policy work across HMT and to improve the efficiency with which the accounts consolidation process is completed.

  • Provide ad-hoc administrative assistance to the Group Head, Financial Accounts, Governance & Reporting.

Location

The post will be based in London.

 

Hours of work

The working hours of this post are 42 per week (including meal breaks of 1 hour a day)

 

Some of the Treasury’s terms and conditions of employment, including hours of work, changed on 1st July 2013. If you joined the Civil Service prior to 1st July 2013 you may have joined on old terms and conditions working 41 hours per week. If you are successful in your application for this role please be assured that if you transfer into this post there will be no detriment to your existing hours of work.

 

This post is available on a full time, part time or job share basis, and flexible working hours can be accommodated.

 

Deployment policy

HM Treasury operates an End Date Policy with the following expected minimum time in post before a level move can occur:

  • Ranges B to C          18 months

  • Range D                   18 months

  • Range E                    2.5 years

  • Range E2/SCS 1       3 years

Person Specification

Required Qualifications:

  •  Qualified accountant with a recognised CCAB body or equivalent. 

Required Skills, Knowledge and Experience:

  • Experience of financial statements preparation and financial accounting for complex consolidations, including experience of applying IFRS and the Government Financial Reporting Manual.

  • Ability to analyse technical financial issues and to communicate effectively complex financial information to a wide range of stakeholders.

  • Advanced excel skills.

  • Ability to work independently and manage a busy workload at key times in the year to deliver deadlines and priorities.

Applicant Eligibility 

Individuals appointed to the Treasury will be subject to National Security Vetting. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 3 years. A lack of UK residency in itself is not necessary a bar to security clearance but the Department will need to consider on a case by case basis using all information that can be obtained following a successful application.
