Department Information

Within the Trust the Essentia Technology Group is responsible for the delivery of information systems and services to the whole organisation and community services to support clinical and business integration. It leads in the development of IT strategy and directing all delivery programmes and services. Essentia Technology provides a range of critical IT services many of which are running 24 - 7. It is also responsible  for ensuring that IT Governance is executed effectively in order that the Trust complies with its information obligations.

 

The Trust operates from about 50 campus based buildings & 10 satellite sites and over the coming years, the Trust will extend its’ reach further into the community and more widely into the Academic Community.

Job Summary

The post holder is required to manage the Trusts Software Solution and Integration strategy, technical budget forecast and architectural blueprint.  It is the responsibility of the post to ensure that the Trusts IT Software is strategically aligned, fit for purpose and evolve in accordance to the market.

 

Fundamental to the role is the responsibility to provide:

 

Managerial Responsibility

  • All elements of IT software solution and integration strategy including solution architecture, digital healthcare roadmap, EPR implementation, software development (.NET, SharePoint and BizTalk), clinical systems integration and patient portal development.

  • Risk management for all the software and integration technology risks and issues at the Trust.

  • Ensure compliance with HR policy for Development Review, Development Planning, Sickness and Absence.

Financial Responsibility

  • Responsible for the definition and planning of strategic software and integration projects with budgets that meet or exceed £20m.

  • Financial assurance of strategic projects so that the estimates and commercial obligations are delivered within business case thresholds.

Commercial

  • Management and assurance of commercial proposals for the Trust that involve software and integration elements.  Ensure that commercial services are viable, fit for purpose and profitable.

  • Be responsible for the provision of commercial technology services, the governance of the services and assurance that services are fit for purpose.

  • Provide consultancy services on behalf of DT&I as required.

 

Technical Architecture

  • Provide software solution and integration architectures that align to the business requirements and the organisational strategy.

  • Ownership of the software solution and integration architectural blueprint, strategic planning and outcomes.

  • Manage and control the digital systems roadmap, ensuring that the development team are developing software to the specified designs in alignment with the business need.

  • Financial forecasts and plans for software and integration services.

  • Management, governance and control of the software and integration technology architecture for the Trust.

  • Creation of reusable software and integration service architectures that drive business value through consolidation of technology.

  • Ownership of the Trusts software and integration service technology landscape and evolution.

  • Management of the software and integration service architectural review boards and governance processes, ensuring they are followed for Software Architecture.

  • Assurance that software and integration service architectures are fit for service and the technology provided meets the requirements of the IT service organisation.

  • Ensure that software and integration service architectures are transitioning to safe, secure services that mitigate all known risks.

  • Software and integration service Architectural reporting and compliance management. 

 

Information Systems & Technology Architecture

  • Assurance that software and integration service designs and costs provide end-to-end integrated technology services.

  • Assurance that the design of the software and integration service technical architectural initiatives drive revenue reduction and improve efficiency in line with business strategy.

  • Maintain in-depth knowledge of the organisation's software and integration service technologies and architectures.

  • Maintain current and planned state software and integration service technical architectural blueprints. 

  • Communicate software and integration service architectural decisions, plans, goals and strategies.

  • Develop software and integration service architectural metrics and reports for the Head of Architecture and Design.

  • Provide innovative software and integration service technology solutions to the organisation.

  • Document and Provide an end to end lifecycle for software and integration service architecture for the Trust.  Enforce the use of the lifecycle throughout the organisation.

Architectural Programmes & Initiatives

  • Initiate and deliver software and integration service architectural programmes that align IT with business strategy and Architecture and Design Business Plan.

  • Create software and integration service architectural programmes and initiatives that deliver competitive advantage and innovation opportunities whilst continually improving the Trusts estate.

  • Assure (as required) requisite software and integration service programme documentation including programme budgets, charters, schedules, requirements documents, specifications, design documents and testing strategies.

 

Research & Development

  • Initiate and deliver software and integration service technology evaluations and recommendations.

  • Monitor the market trends providing updates and recommendations for new software and integration service technology implementation.

Architecture Consultancy

  • Maintain in-depth knowledge of software and integration service IT industry best practices, technologies, architectures and emerging technologies.

  • Provide software and integration service architectural consulting and assurance to programmes, projects, initiatives and other organisations as required.

  • Support business and IT strategic planning.

  • Act as the focal point for software and integration service enterprise architecture and IT standards.

 

Architectural Governance

  • Communicate and deploy software and integration service Enterprise Architecture Governance processes.

  • Communicate software and integration service enterprise technology standards and policies.

  • Review new and existing software and integration service programme/project architecture for compliance with IT standards, policies and architectural plans.

  • Document exceptions and approvals to software and integration service architectural standards.

  • Ensure that the software and integration service project documentation captures significant architectural decisions.

  • Ensure that software and integration service architectural governance is a fair, consistent and transparent process.

  • Identify software and integration service architectural risks and propose alternatives, solutions and mitigating actions.

 

Architecture Processes & Tools

  • Communicate and deploy software and integration service Enterprise Architecture processes.

  • Maintain the software and integration service Enterprise Architecture repository and tool set.

  • Perform annual software and integration service architectural maturity assessments.

  • Produce regular software and integration service architecture status reports.

Key Working Relationships

The post holder will work with all stakeholder groups across the IT business units. The post holder be expected to maintain relationships with appropriate external suppliers of IT and related services, systems and staff at all levels in other healthcare and related organisations.

The post holder will work directly to the Chief Technology Architect and maintain close, day to day working relationships with the immediate enterprise architecture team, the leads of other IT architectural domains and other core functions across IT.

Duties and Responsibilities

Strategy

  • Responsible for the definition and staging of the Trusts software and integration service Technology strategy including the roadmaps, business cases, budgeting and approval processes.  Management of the strategic planning of the strategy, prioritising as required.

  • Responsible in partnership with the Business Relationship Managers and Enterprise Architects for the definition, design, creation and communion of effective software and integration service Technical IT Strategy across the Trust and compatibility with a number of different directorates and organisations. To take complete Design Authority over this area of development.

  • The post holder will work collaboratively with members of the IT Department and consult with external health care partner organisations to build a view of wider software and integration service strategic initiatives. They will be aware of developments within the commercial health care sectors both within and outside the UK.

  • The post holder will take knowledge and information (current & future state) and will have responsibility for ensuring that the business and overall IT software and integration service Technical Service Portfolio is kept in alignment with external factors and forces.

  • Be responsible for the effectiveness and integrity of delivered software and integration IT Services in alignment with established business strategy and objectives.

  • Develop a clear, adoptable, effective assurance framework for the establishment of new software services.

 

Design

  • Responsible for ensuring that assigned Technical Architectural Blueprints and Design in the following areas remains fit for purpose and meet the strategic needs of the Trust over future years

  • Software Solutions and Integration (COTS, Bespoke, .NET, BizTalk, SharePoint and SQL)

  • Establish, develop and maintain an effective IT technology services architecture and design capability to include;

  • People; Work with staff to deliver the various sub-components of the IT service catalogue.

  • Processes; Build and operate effective processes to allow the definition, design, build, test and transition to service of new IT Technology service components to be managed effectively.

  • Tools; using the assigned and approved tools and models provide effective management and use of all architectural deliverables and artefacts.

  • Information; Provide appropriate information resources to allow management of the whole of the design lifecycle for the IT service catalogue.

  • Manage a portfolio of software solutions and integration service technical design solutions through their full lifecycle. Be responsible for the Evaluation, Design, transition and operationalisation assigned IT services.

  • Analyse the software solutions and integration service technical service environment to detect critical deficiencies and action for improvement.

  • Maintain a Trust-wide software solutions and integration service IT technical strategy offering which is compatible with KHP, community service integration and other major Trust initiatives.

  • Contribute to and maintain an effective set of software solutions and integration service technical roadmaps for transition of existing applications and associated software and systems into an effective, planned, controlled IT service catalogue.

  • Contribute to the development and maintenance of software solutions and the integration service roadmap from the period of completion of the IT technology strategy to a period of 5 years hence in alignment with the evolving business strategy lifecycle.

 

Delivery of Solutions

  • Establish and maintain a full lifecycle approach to software solutions and integration service design, development, test, delivery, service definition, service transition, change and benefits realisation in support of new technical IT services.

  • Assure the delivery of software solutions and the integration service and sit on Project steering and committee groups, offering advice and guidance that the delivery of the solution will meet the design specification and original aims.

  • Be aware of changes made to software solutions and integration service systems/services and identify any interdependencies to ensure that that the system architecture of the Trust is not compromised. Raise issues, concerns and solutions immediately upon finding problems.

  • Commission software solutions and integration service audits against specification and actively review customer satisfaction with solution design. Ensure that lessons learnt are captured and any potential barriers are explored.

 

Stakeholder engagement, professional leadership

  • Forge, shape, influence and sustain trusted and effective relationships with senior/main decision makers, particular through challenging processes.

  • Promote the established software solutions and integration service architecture to customers and key stakeholders and be an authoritative point of contact for advice and guidance in this regard.

  • Communicate (both verbal and written), with all levels of the multidisciplinary team, external partners and with patients in a diplomatic and tactful manner.

  • Encourage an innovations culture. Keep abreast of new solutions, systems, products and approaches to ensure that the most appropriate designs are created and deployed.

  • Produce well-formed, financially viable software solutions and integration service designs.

  • Management of the delivery of financial forecasts and software service technology business cases in the region of £20m.

  • Assure capital budgets of up to £20m and ensure that architectures are delivered against original business cases initiatives.

  • Ensure all time is assigned to appropriate cost centres.

  • Influence the development of policies, standards and guidelines that direct the selection, development, and implementation and use of all Trust Technology.

  • Establish, develop and maintain policies, standards, processes and procedures relating to the technical architecture, design and service lifecycle.

  • Experience as an enterprise architect or other senior other architectural discipline.

  • Experience of implementing projects in an OGC governed environment (PRINCE2, MSP).
