This is a high-profile role within DBS that is critical to achieving our vision of making recruitment safer. You will be part of a senior team leading significant change and joining the DBS Finance Team at a very exciting time as we evolve to build finance capability within DBS and play a key role in supporting the delivery of the DBS 2025 Strategy.
We have recently completed an externally validated end-to-end process and structural review with members of the current team actively engaged to ensure that we harmonise the end-to-end financial systems and processes to improve the current ways of working within Finance and ensure we have the capacity and capability to deliver on our objectives. You will be joining us to continue with our journey as we implement a new Finance operating model, including a strategically focused Finance Business Partner model and Management Accounting team alongside our Financial Accounts team and recently insourced Accounts Receivable function.
Additionally, a key part of our journey is the optimum utilisation of our Finance systems, currently Oracle Fusion, which now implemented we need to develop a fit for the future support model for.
I am looking for someone who has the skills, experience and presence to drive this transformation and embed the new operating model. Someone who has the experience and skills to support the development of the function to become a true partner to the organisation, influencing and supporting strategic decision making, with the capacity and capability to support the delivery of our 2025 strategy and to:

Utilise our corporate business expertise and technical knowledge to support our internal clients in realising the transformational benefits they want to achieve;

Identify and address gaps in financial information or insight to better support business with their financial reporting requirements;

Deliver customer-focused expert advice and specialist financial services by bringing a strategic and cross-cutting perspective, supported by robust data and efficient processes and systems; and

Implement a strategic approach to support our organisation with our objectives and achievement of our Strategy 2025.

This is a vital role which will include being a key member of the Finance Leadership Team and to be effective in the role you will need to quickly build knowledge of DBS and be able to work collaboratively with the existing team and beyond. Background
The DBS was established as a Non-Departmental Public Body (NDPB) under the Protection of Freedoms Act (PoFA) 2012. The DBS provides access to criminal records information through its disclosure service for England and Wales and makes independent Barring decisions (for England, Wales and Northern Ireland) about people who have harmed, or where there is considered to be a risk of harm, to a child or vulnerable person within the workplace.
Job purpose
The post of Finance Transformation, Systems and Continuous Improvement Lead is primarily responsible for leading the transformation of the Finance function, implementation of the new Finance operating model, and providing specialist advisory support for continuous improvement across all finance functions, including ensuring it customer/stakeholder needs are exceeded, and meets public accountability expectations, legislation and professional standards.
As the DBS is a member of the Home Office family, you will work closely with other members of the Home Office Finance community. Building relationships with people in Home Office will be key to ensuring DBS and Home Office expectations, systems and processes are aligned.
You will play a key role in the implementation of the revised Finance structure, designed to enable the continued development of the function to become a true partner to the organisation, influencing and supporting strategic decision making, with the capacity and capability to support the delivery of our 2025 strategy.
Key responsibilities:

Lead the finance systems team, providing direction and influence that ensures the team has the required capacity, capability, processes and systems to deliver its objectives.

Be the organisational lead for DBS Finance systems with Home Office, actively championing and promoting DBS requirements, and system and process improvements.

Work with senior stakeholders across the organisation to design, develop and implement a future operating support model for Oracle Fusion.

Lead the implementation of the new Finance structure and operating model and work collaboratively as a member of the Finance lead team to embed the new ways of working.

Development of a Finance Transformation roadmap to enable the function to become a true partner to the organisation that creates and drives value opportunities.

Leading the finance function to deliver tangible and recordable value, reducing and eliminating inefficient processes through continuous improvement, the introduction of new tools where appropriate and supporting collaboration across the function.

Working closely with other business functions to scope and implement initiatives that optimise operational processes across the value chain, delivering sustainable, agile and digitally driven process optimisation solutions and the ability to self-serve.

Interacting with senior leadership team members and senior members of staff from across the organisation, as well as partners such as the Home Office.

Leading cross-functional working groups to improve Finance business processes, taking an end to end approach, focussing on service improvement, operational excellence and increased customer satisfaction.

Identify, assess and articulate the benefits and case for change of new ideas. Rapidly develop business cases, including proof of concept and trials to ensure the strongest case is taken forward. Carry out post implementation reviews to ensure successful delivery has been achieved to ensure that expected improvements are achieved.

Lead the implementation of the functional performance measurement processes to monitor and drive performance.
