Thank you for your interest in the position of Associate Director: Commercial Development (Business Marketing and Sales) at the Disclosure and Barring Service.

 

Marketing and Business Development is a new service for DBS. We will need  commercial and business development experience in the team to help us deliver on our ambitious marketing and business development aims, objectives and activities, to both build our business and enhance our ability to make recruitment safer.

Taking a more commercial approach across DBS will be pivotal to helping us achieve that, and the creation of the Associate Director of Commercial Development role is key to embedding this new service in the business, and effectively engaging with all DBS colleagues and stakeholders to build the profile of the service and ensure efficient and effective service delivery.

The Associate Directorof Commercial Development is also key to supporting me as DBS Commercial Director in leading on the delivery of the DBS Marketing and Business Development Strategic Plan.

This role will both support the best the DBS has to offer in a rapidly changing economic and cultural environment - building on and harnessing the pride in their work that colleagues consistently demonstrate - and will also help to develop and implement a DBS Strategy that delivers lasting sustainability for our organisation, working as a member of the OneDBS team.

This new role is not just about promoting DBS services and products - it’s also about engaging with colleagues to passionately promote entrepreneurship and integrate business-like behaviour into all DBS does to develop our services and products.  It’s also about raising DBS’s brand and profile to increase our influence and understanding the needs of all our customers so that we can improve the quality of our services within the overall aim of making recruitment safer.

I need someone with a commercially astute focus who can help me introduce marketing and business development concepts, who can build a team that delivers an evidence-based approach to all aspects of DBS marketing and business development, and who can ensure that our customers receive high quality services and products that meet their needs. 

Someone who will support the development of a new brand narrative, is a great communicator, with excellent interpersonal skills, but who is also able to plan for, develop, and deliver new and improved products and services.  And you’ll be adept at managing, measuring and monitor good customer relations and business intelligence, and can introduce the tools that will help DBS in doing that.

About the Department

DBS was established under the Protection of Freedoms Act 2012 on 1 December 2012, operating from two sites, Liverpool and Darlington. We operate on behalf of government delivering Disclosure functions in England, Wales, Jersey, Guernsey and the Isle of Man, and Barring functions for England, Wales and Northern Ireland.

 

We operate in the complex world of safeguarding alongside our multi agency partners. Safeguarding means protecting people’s health, wellbeing and human rights, and enabling them to live free from harm, abuse and neglect.

 

We provide a service that enables organisations in the public, private and voluntary sectors to make better informed, safer recruitment and other decisions. We do this by providing information to enable them to determine whether individuals are unsuitable or unable to undertake certain work, particularly with occupations involving regular contact with vulnerable groups, including children.

Job purpose

The Job Purpose of the Associate Director: Commercial Development (Business, Marketing and Sales) is to:

  • Develop DBS Business Development, Marketing and Sales Plans to meet the economic, social and environmental strategic aims of OneDBS.

  • Deliver the annual SMART objectives of the DBS Commercial Department’s Business Development, Marketing and Sales Plans to reshape the organisation’s services and products.

  • Manage the annual SMART activities of the DBS Commercial Department’s Business Development, Marketing and Sales Plans so that the development of all DBS services and products becomes not only up-to-date but also fit-for-purpose.

  • Support the organisation-wide socialisation and networking of the Commercial Department and its mission to make the DBS more business-like and competitive by instilling business development, marketing and sales experience, skills and knowledge across the DBS, through robust commercial development advice and guidance that:

    • communicates the best practice principles of brand strategy, market analysis and evaluation, digital strategy, client relationship management and customer journey mapping;

    • ensures, as an organisation, the DBS applies these principles to both best value service and product development; and,

    • embeds DBS commercial governance and oversight requirements across the organisation so that the feasibility, approval, and monitoring of business development opportunities meets legislative, regulatory and other appropriate scrutiny regimes.

  • Establish and manage an annual organisation-wide Commercial Training and Development programme to up-grade DBS officer skills and knowledge on business development, marketing and sales programme management, and individual project assessment, feasibility and best practice preparation and delivery.

  • Manage the provision of appropriate business development, marketing and sales appraisal methodologies and performance delivery information system reporting.

  • Supervise and manage the DBS Commercial Department Business Development, Marketing and Sales Team.

  • Be responsible for the management of the DBS Business Development, Marketing and Sales Team Budgets.

Corporate Duties

The Corporate Duties of the Associate Director Commercial Development (Business, Marketing and Sales) would be to:

  • Manage delivery of the DBS Business Development, Marketing and Sales Plan and its aims, objectives, and activities.

  • Oversee the provision of business development, marketing and sales advice and guidance across the DBS to ensure that SMART objectives are built into commercial proposals and projects and that best value is achieved by use of up to date and fit for purpose policies, procedures and practices.

  • Oversee the dissemination of new and existing brand strategy, market analysis and evaluation, digital strategy, client relationship management, and customer journey mapping, that matches service and product development opportunities with current and emerging business growth sectors.

  • Provide robust business development, marketing and sales project development advice and guidance embedding both DBS governance oversight requirements and best practice methods so that the realisation of organisational commercial opportunities meets legislative, regulatory and other appropriate scrutiny regimes.

  • Line manage the roles of Business Development Manager x 2 (Lead Generation and Business Proposition respectively, each of which will have 1 direct report, XX and XX Officer respectively, SEO grade), and a dedicated EO supporting the team.

  • Be responsible for the management of the DBS Business Development, Marketing and Sales Team Budgets.

  • Oversee the production of business development, marketing and sales performance management information to determine appropriate KPI targets for inclusion within overarching DBS Strategies and delivery productivity plans.

  • Manage the provision of appropriate performance appraisal methodologies so that the DBS can use to ensure its business development, marketing and sales activities focus on service and product initiatives that will meet both organisational and wider government strategic gains.

  • Manage the maintenance, updating and dissemination of a rolling analysis of key business partners, individuals and markets.

Person Specification

Ability

  • Able to identify business development, marketing and sales issues, and use these to promote OneDBS commercial development partnerships, opportunities, and agreements, based on innovative brand strategy models that deliver best value.

  • Outstanding customer relationship management and networking skills, and the ability to foster joint working across OneDBS service boundaries.

  • Market assessment, research, and customer management strategy abilities with the judgment to seize appropriate business development, marketing and sales opportunities for OneDBS, appropriate to the environment it operates in.

  • Excellent business development, marketing and sales problem-solving and analytical skills, with the ability not only to anticipate and resolve issues, but also to develop practical and creative solutions.

  • An expert people manager with the ability to both lead a team and develop team working, engage others, and deliver the required KPI and wider OneDBS performance outcomes.

  • Dynamic and able to challenge, and respond to challenge, positively and pragmatically, through innovative service design and other customer relationship management solutions.

  • Able to adapt to the oversight and scrutiny requirements of a diverse range of stakeholders, including national government with its accompanying processes and procedures, as well as accountability principles related to machinery of government.

  • Highly effective communicator in person, in writing and in digital media.

 

Experience

  • Experience of delivering both strategic business marketing and sales aims, and organisational objectives, with knowledge across public and private sectors and multiple commercial disciplines, managing change and driving performance improvement.

  • Experience of leading and developing teams to ensure they have the required capability, capacity and competencies to meet current and future organisational needs.

  • Breadth of business, marketing and sales expertise and knowledge in complex commercial relationship management and best value service and product delivery processes.

  • Experience in designing customer journey aims, objectives and activities and managing the required organisational service and product delivery outcomes.

  • Experience of the principles, processes and procedures of market assessment, brand and digital strategies and their application to service and product delivery.

  • Strong track record of networking, partnership building, and driving forward organisational best value in the public and private sector.

  • Detailed knowledge and understanding of the statutory, regulatory, and guidance-based policy and service delivery framework within which the DBS and wider public sector operates.

 

Technical  

  • Demonstrates senior hands-on business development, marketing and sales experience, working across public and private sectors, that has generated best value.

  • Management and development of multi-disciplinary professional business development, marketing and sales of teams.

  • Can show day-to-day business, marketing and sales knowledge of operating in large complex organisations for which commercial business development was a driving force.

  • Using business development, marketing and sales skills professionally in multi-sector organisations, to build both customer rapport and trust and productive relationships.
