Responsible for: This role has overall responsibility for managing up to 5 staff who provide strategic financial monitoring maintaining the medium term financial strategy and undertaking data analysis.

​

Functional links with: Deputy Director of Finance and Property, Head of Strategy, Treasury and Pensions, Business Partner Teams, Financial and Technical Accountancy Team, Service Directors and senior managers, Government departments (e.g. DCLG), CIPFA

​

Main purpose of the job

  • Responsible for the development of the Council’s financial strategy, capital strategy, medium term financial plan, revenue budget and capital programme.

​

  • The post is focused on delivering the specialist professional business services required. It is desirable that the post holder will have theoretical and practical knowledge.

​

  • To ensure the council has an integrated approach to strategic financial planning and the plans that flow from it so as to support the delivery of outcomes.

​

  • To have a proactive role in the development of a financial strategy which reflects the Council’s corporate strategy.

​

  • To co-ordinate revenue and capital monitoring for the Council and develop corporate ratios and performance management measures and tools.

​

  • Promoting the development and use of appropriate financial data analytics to improve financial information.

​

  • To support the council’s leadership at all levels and develop a strategic and workable response to the financial challenges the council faces.

​

  • To ensure the council is aware of developments in local government finance that will impact on financial planning and the revenue and capital budgets.

​

​

Major duties and responsibilities

  • To support the Head of Strategy, Treasury and Pensions in:

    • leading and managing the Council’s financial planning function to deliver a comprehensive, high quality, cost effective and timely service.

    • Preparing reports for officers and Members on all financial planning and budgeting issues up to and including the annual report setting the Council Tax. To ensure that all relevant issues are reflected in financial plans and budgets.

    • Ensuring that capital and revenue planning are fully integrated.

​

  • To lead, manage and motivate staff through excellent communication, professional guidance, support and development in accordance with the council’s policies and procedures.

​

  • To provide advice and support to Members, management board, directors and deputy directors on the full range of issues within the scope of the job.

​

  • To be the lead on interface with external bodies such as London Councils

​

  • To assist and deputise for the Head of Strategy, Treasury and Pensions where required

​

​

Job activities

  • Medium Term Financial Strategy

​

  • Capital Strategy

​

  • Report to CMT on the outcome and implications of external funding including the Local Government Financial Settlement.

​

  • Completed Budget and Capital Programme which take account of cost drivers and provide a sound basis for managers to monitor their own budgets

​

  • Council Tax report

​

  • Corporate Budget monitoring reports to CMT delivered in accordance with agreed timescales

​

  • Delivery of a robust and a balanced MTFS in accordance with corporate timetables

​

​

Education & Formal Training

​

  • Qualified CCAB Accountant or Equivalent Relevant Finance Qualification (E, A)

​

  • Participation in Continuing Professional Development (E, A)

​

​

Knowledge & Experience

 

  • Knowledge of Local Government finance framework, including S151, other statutory requirements and code of practice and the key influences on the strategic finances of the authority (E, A/I)

​

  • Knowledge of the major issues facing local government, understanding of the national policy context, requirements and future direction for local authorities (E, A/I)

​

  • Good interpersonal and communication and presentation skills, with proven ability to communicate effectively to a wide range of audiences both horizontally and vertically, financial and non-financial, throughout the organisation (E, A/I)

​

  • Experience of financial planning and budgeting in local government (E, A/I)

​

  • Sound knowledge of accounting principles and standards (E, A/I)

​

  • Experience of attending Member Committees and/or other corporate/board meetings (E, A/I)

​

  • Experience of financial appraisals, modelling techniques, development of business cases (E, A/I)

​

  • Staff management experience, with the ability to lead and develop a team (E, A/I)

​

​

Skills & Abilities

 

  • Ability to work and deliver on projects in a pressurised environment as well as the flexibility to adapt to changing circumstances (E, A/I)

​

  • Ability to work effectively in a political environment and establish positive relationships with councillors, senior managers, staff, external partners and interest groups in a way that establishes confidence, credibility and trust (E, A/I)

​

  • Ability to fully utilise standard Microsoft Office products (E, A/I)

​

​

  • To deliver the service effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above.  Such duties, however, will fall within the scope of the post at the appropriate grade.
